BEIJING, March 4 (Xinhua) -- United in one heart to draw a grand blueprint, and striving in solid work to create great achievements of the era. The Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference opened at the Great Hall of the People on the afternoon of March 4. More than 2,000 members of the CPPCC National Committee will focus on the decisions and plans of the Communist Party of China (CPC) Central Committee, center on the formulation and implementation of the Outline for the 15th Five-Year Plan (2026-2030), conduct in-depth political consultation and actively offer suggestions and proposals. They will pool strength widely to ensure a good start for the 15th Five-Year Plan, and contribute wisdom and strength to comprehensively advancing national rejuvenation and building a great modern country through Chinese modernization.

Beijing in March ushers in a splendid spring. The auditorium of the Great Hall of the People is brightly lit with a solemn and enthusiastic atmosphere. The emblem of the Chinese People's Political Consultative Conference hangs in the center of the rostrum, with ten bright red national flags flanking it.

The Fourth Session of the 14th CPPCC National Committee has 2,125 members who should attend, and 2,078 members were present, meeting the quorum.

Wang Huning pointed out that 2025 is a year of great significance in the process of Chinese modernization. Faced with the complex and volatile international situation and the arduous and heavy tasks of domestic reform, development and stability, the CPC Central Committee with Comrade Xi Jinping at its core united and led the entire Party and people of all ethnic groups across the country to rise to challenges and strive hard. By coordinating both domestic and international priorities, we successfully achieved the main goals of economic and social development for the whole year, bringing the 14th Five-Year Plan (2021-2025) to a successful conclusion. China's economic, scientific and technological, national defense, and comprehensive national strength have reached new heights, and Chinese modernization has taken solid new steps. The Fourth Plenary Session of the 20th CPC Central Committee was successfully held, mapping out the blueprint for the 15th Five-Year Plan.

Wang Huning reviewed the work of the CPPCC over the past year. He said that the CPPCC National Committee and its Standing Committee have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They have deeply understood the decisive significance of the "Two Establishments," strengthened the "Four Consciousnesses," firmed up the "Four Confidences," and achieved the "Two Upholds". They have earnestly implemented the spirit of the 20th CPC National Congress and all plenary sessions of the 20th CPC Central Committee, as well as General Secretary Xi Jinping's important thought on strengthening and improving the work of the CPPCC and his important speech at the meeting celebrating the 75th anniversary of the founding of the CPPCC. We have adhered to the organic integration of Party leadership, the united front, and consultative democracy, upheld the nature and positioning of the CPPCC, and focused on the central tasks to serve the overall interests, giving full play to the role of the specialized consultative body. We have upheld the overall leadership of the CPC and the centralized and unified leadership of the CPC Central Committee, and conscientiously practiced the "Two Upholds". We have studied, publicized and implemented the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, focusing on offering suggestions for the formulation of the 15th Five-Year Plan. We have attached importance to giving play to the basic role of special committees and the distinctive role of sectors, improving the efficiency of the specialized consultative body. We have carried out study and education on thoroughly implementing the spirit of the CPC Central Committee's eight-point decision on improving work style, fostering a sound atmosphere of integrity, diligence and entrepreneurship, and achieved new results in all work.

Wang Huning stated that 2026 is the first year of the 15th Five-Year Plan. The CPPCC will adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will thoroughly implement the spirit of the 20th CPC National Congress and all plenary sessions of the 20th CPC Central Committee, earnestly implement the plans of the Fourth Plenary Session of the 20th CPC Central Committee, and carry out General Secretary Xi Jinping's important thought on strengthening and improving the work of the CPPCC. We will uphold and improve the system of multi-party cooperation and political consultation under the leadership of the CPC, adhere to the nature and positioning of the CPPCC, uphold the two major themes of unity and democracy, and focus on fulfilling duties around the central tasks of the Party and the country. We will organize all political parties, people's organizations, and people of all ethnic groups and sectors participating in the CPPCC to widely pool hearts, consensus, wisdom, and strength to ensure a good start for the 15th Five-Year Plan.

Wang Huning emphasized that we must unswervingly uphold the leadership of the CPC and keep to the correct political direction. We should integrate the armament of the Party's innovative theories into daily work and grasp it regularly, enhancing the effectiveness of ideological and political guidance and extensive consensus-building. We will conduct political consultation and offer suggestions around the implementation of the 15th Five-Year Plan, serving the central tasks of the Party and the country with high-quality performance of duties. We will give full play to the principal role of CPPCC members, improve their ability and level of performing duties, work together with one heart and forge ahead bravely. We will promote high-quality development of the cause of the CPPCC in the new era and on the new journey, and contribute wisdom and strength to building a modern socialist country on the path of socialism with Chinese characteristics.

He Baoxiang, Vice Chairman of the CPPCC National Committee, on behalf of the Standing Committee of the 14th CPPCC National Committee, presented a report to the session on the work of proposals since the Third Session of the 14th CPPCC National Committee. Since the Third Session, a total of 5,992 proposals had been submitted, and 5,061 had been placed on file after review, with 99.9% of the proposals having been responded to. Centering on the grand blueprint of building a great modern socialist country and realizing the Second Centenary Goal, and closely following the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy, the proposals put forward insightful views and practical suggestions. The recommendations in the proposals have played an active role in fully accomplishing the goals and tasks of the 14th Five-Year Plan, studying and formulating the 15th Five-Year Plan, and promoting high-quality economic and social development.

Responsible comrades from relevant departments of the CPC Central Committee, the Standing Committee of the National People's Congress, and the State Council were invited to attend the opening meeting as non-voting participants. Foreign diplomatic envoys to China and overseas Chinese were also invited to attend the opening meeting.
