Digital Intelligence Empowers the Development of the "Mindset Foundation" and Focuses on Enhancing Cross-Cultural Collaboration Competence

On February 7, the 5th Annual Conference of the Academic Forum on High-Quality Development of the Belt and Road was held in Beijing. Under the theme of Jointly Building High-Quality Development of the Belt and Road: Vision for the 15th Five-Year Plan Period, more than 70 distinguished guests from government and academia held in-depth discussions on core topics including cooperation planning for the joint construction of the Belt and Road, industrial chain layout, artificial intelligence, overseas market security, and international experience. During the forum, focusing on jointly exploring pathways and measures for high-quality development, Cui Yiting, Vice Chair and Secretary General of the ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions and Founder of Silk Road Dialogue, delivered a keynote report based on her ongoing research and practices. She shared research ideas and practical approaches, with a focus on using technological means to build a "mental foundation" for the workforce and enhance cross-cultural collaboration capabilities.

In her report, she noted that to meet the new requirements of high-quality development and international cooperation, it is necessary to incorporate "human mental capabilities" as a key variable into systematic research and practice. This will help develop measurable, replicable, and scalable capacity-building pathways to serve the goal of "people-to-people connectivity." She emphasized that while "hard connectivity" and "soft connectivity" continue to deepen, enhancing the stability of cooperation, effectiveness of collaboration, and long-term sustainability also requires solidifying foundations in humanistic and cognitive abilities, as well as mental qualities.

The "mental quality education" referred to in the report is a technological ecosystem for mental empowerment based on multimodal technology measurement and data closed-loop verification. Through the four stages of "measurement—empowerment—verification—transmission," it enables individual potential stimulation and happiness capacity to be learnable, transmissible, and verifiable. Driven by data, it extends from the individual to the social level, forming a sustainable capacity ecosystem. Meanwhile, the "mental foundation" described in the report is not narrowly defined as mental health or emotional management. Instead, it refers to the comprehensive underlying support for an individual's complex life operation system and its key capabilities such as stability, ethics, resilience, and collaboration. This framework takes Eastern holistic philosophy as its value foundation and Western verifiable systematic science as its methodological paradigm. It achieves mutual verification and translation through the isomorphic path of "meaning—structure—evidence," thereby transforming mental capabilities into a universal collaborative language and governance tool that is cross-civilizational, measurable, trainable, and transferable.

The following are the core viewpoints and statements elaborated by Cui Yiting in her forum report: At the Academic Forum on High-Quality Development of the Belt and Road held on February 7, Cui Yiting delivered a keynote report titled Jointly Building Happiness in Smart Cities: The Impact of Digital Twin of Workforce Mentalities and Cross-Cultural Collaboration Capabilities on Socio-Economic Development for the Sustainable Development of the Belt and Road Initiative Based on Multimodal Perception. She pointed out in the report that while the current skill training system is relatively mature, the improvement of mental qualities for workers remains insufficient. She stated that against the backdrop of the accelerated evolution of artificial intelligence, "people" remain the key element in scientific and technological innovation and international cooperation under the Belt and Road. Mental qualities such as ethics and psychological resilience of workers are of great significance to the quality of scientific and technological innovation, collaborative cooperation, and sustainable development. She believes that mental quality education helps bridge potential cultural gaps in cross-border collaboration and reduces "human heart" barriers in international cooperation. Its practical value is even more prominent in the era of widespread application of AI and intelligent agents.

Cui Yiting proposed that the research and practice of this report aim to build a measurable, trainable, and verifiable "mental foundation" through technological means such as multimodal perception, digital twin of mentalities, and cross-cultural collaboration capability training. The key lies in systematically forming a standardized, measurable, replicable, and scalable ecosystem, thereby effectively enhancing the mental stability and collaboration efficiency of the workforce. She noted that this research project helps promote the Belt and Road Initiative from extensive consultation, joint contribution, and shared benefits to collective collaboration. On the basis of continuously deepening "hard connectivity" and "soft connectivity," mental quality education will solidify the "mental foundation" of new productive forces, promote "people-to-people connectivity," and further improve the quality and effectiveness of "soft connectivity."

The report emphasized that this research implements President Xi Jinping's important statement that "making people live a happy life is of paramount importance." It connects the micro-level of individual happiness to the macro-level of national development and social progress, and addresses the highly complex and comprehensive ecosystem of jointly building a community with a shared future for mankind. She stated that the above exploration is oriented toward promoting the high-quality development of the Belt and Road, striving to form a closed loop between verifiable practical pathways and scalable institutionalized outcomes. It requires support and attention from all sectors of society to provide operable support for building consensus on cooperation, enhancing cross-cultural collaboration capabilities, and strengthening people-to-people bonds, thereby contributing to the joint building of a community with a shared future for mankind.

Participants stated that in the face of AI technology iteration and profound changes in global collaboration models, conducting verifiable and scalable systematic research and practical exploration centered on "human capabilities" will help provide more sustainable support for cross-cultural collaboration. It also offers new perspectives and practical pathways for promoting the high-quality development of the joint construction of the Belt and Road.
