On November 21st, the 2025 "Belt and Road" International Chamber of Commerce and Association Conference was held in Beijing. With the theme of "Linking Global Chamber of Commerce and Association Resources for High-Quality Joint Construction of the 'Belt and Road'", this conference aims to gather the wisdom and strength of global chambers of commerce and associations, and build a new platform for international trade and investment. Cui Yiting, Vice Chairman and Secretary General of the ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions and Founder of Silk Road Dialogue, was invited to attend and participate in the roundtable discussion.

At the roundtable dialogue of the Opening Ceremony of the Belt and Road International Chamber of Commerce and Association Conference, Ms. Cui Yiting focused on two core topics: "Scenario-based Implementation of 'Soft Connectivity + Hard Connectivity + People-to-People Connectivity'" and "Systematic Empowerment of Enterprises' Overseas Expansion by Chambers of Commerce and Associations". She proposed the core concept of "weaving 'understandable words' and 'matching resources' into 'visible scenarios'". She emphasized that in the high-quality development stage of the Belt and Road Initiative, sustainability and people's well-being must be balanced. Chambers of commerce, associations and private enterprises should base themselves on the logic of "Three Connectivities" to transform cooperation intentions into perceptible and implementable practical projects.
In terms of scenario-based implementation practices, Ms. Cui Yiting elaborated on the implementation path of "three types of scenarios and four physical projects": Soft connectivity based on the "Happy TECH Meeting Hall" as the carrier, building a cross-subject dialogue platform to convert technical language into policy, market and public language, breaking down communication barriers; Hard connectivity supported by the "International Science and Technology Industry Integration and Development Center + Digital Intelligent Happy Micro-Museum", constructing a full chain of scientific and technological achievement transformation, providing free exhibition and sales space and immersive consumption scenarios for Chinese and foreign enterprises, and transforming scientific research achievements into market products; People-to-people connectivity linked by the "Silk Road International Happiness Week", creating a borderless happiness sharing scenario through diverse festivals and cultural exchange events. On this basis, she also introduced benchmark projects that have been implemented, such as the motorcycle-to-electric vehicle conversion production base in Pakistan, the joint laboratory center with Ambo University in Africa, and the Macao International Science and Technology Industry Integration and Development Center, using practical cases to confirm the implementation logic of "connectivity means unblocking".
In terms of the innovative development of chambers of commerce and associations and enterprise empowerment, Ms. Cui Yiting pointed out that in the new era, chambers of commerce and associations need to shift from "simple resource connection" to "systematic empowerment", and build a long-term channel for "grouped going global" relying on the conference platform. She proposed to link key node countries of the Belt and Road such as Armenia and Pakistan to co-build overseas versions of the "Digital Intelligent Happy Micro-Museum", forming a "Silk Road Happiness Corridor" that "paves the way for foreign enterprises in China and builds bridges for Chinese enterprises overseas", allowing enterprises to expand into the international market with lower risks and costs. This vision not only gives play to the bridge role of chambers of commerce and associations, but also provides a replicable practical model for the internationalization process of private enterprises.
Regarding the future development direction of the Belt and Road Initiative, Ms. Cui Yiting summarized three key words: "Digital Intelligent Future, Scenario Connectivity, and Joint Construction of Happiness". She emphasized that digital intelligent technology is the core support for cooperation, scenario connectivity is the key path for implementation, and joint construction of happiness is the ultimate goal - everyone is a creator, experiencer, communicator and beneficiary of happiness. Products and cooperation oriented towards people's well-being will eventually have a broad market.
Ms. Cui Yiting's speech profoundly interprets the bridge role of social organizations in the construction of the Belt and Road Initiative. The scenario-based cooperation mechanism and happiness-oriented value concept she advocates provide an operable practical plan for the in-depth integration of scientific and technological civilization with economic and trade cooperation. As she said, only by letting policies go out of documents, achievements out of laboratories, and cooperation out of group photos, can each cooperation be transformed into people's sense of gain and happiness, injecting lasting momentum into the "Digital Intelligent Bay Area · Joint Construction of Happiness" and even the new global economic and trade cooperation ecosystem.
