Elected as a member of the 7th Council

The 7th Member Representative Congress of the China International Association for Scientific and Technological Cooperation and the High-Level Forum on Science, Technology and Diplomacy were held in Beijing in 2025

In July 2025, the 7th Member Representative Congress of the China International Association for Scientific and Technological Cooperation was held. Zhang Jing'an, Honorary President of the Association, Pan Xiaodong, Member of the Party Leadership Group and Secretary-General of the Ministry of Science and Technology, Dai Gang, Director-General of the Department of International Cooperation of the Ministry of Science and Technology, Wang Zhenyu, Deputy Director-General of the Bureau of International Cooperation of the Chinese Academy of Sciences, and other guests attended the meeting. The congress elected members, supervisors, standing directors and leaders of the 7th Council of the Association. Ms. Cui Yiting, Vice Chair and Secretary-General of the ANSO Alliance of National and International Innovative Enterprises for the Belt and Road Regions and Founder of Silk Road Dialogue, was elected as a director of the 7th Council of the China International Association for Scientific and Technological Cooperation.

The conference reviewed and approved the "Work Report of the 6th Council" delivered by Yao Weike, President of the 6th Council of the Association, as well as the work report of the 6th Council, the financial report, the latest charter, and the opinions on adjusting membership fees. The conference elected members, supervisors, standing directors and leaders of the 7th Council of the Association.

Jin Xiaoming, Director of the Expert Committee on Science and Technology Diplomacy and former Director-General of the Department of International Cooperation of the Ministry of Science and Technology, was elected President of the 7th Council of the Association and delivered a concluding speech. He stated that the Association will continue to integrate government and non-governmental resources under the care and guidance of the Central Social Work Department and the 9th Joint Party Committee of national industry associations and chambers of commerce, as well as with the trust and support of all members, so as to more accurately serve the national science and technology diplomacy strategy and further expand the breadth and depth of international scientific and technological cooperation. Feng Xuan, Vice President of the 6th Council of the Association, presided over the meeting.

In response to the context of globalization and other developments, the China International Association for Scientific and Technological Cooperation carries out foreign scientific and technological cooperation by implementing relevant policies with the focus on enhancing the country's scientific and technological capabilities, so as to serve national development and international exchanges. The "Belt and Road" International Science and Technology Enterprises Alliance has always been committed to the mission of "promoting dialogue among scientific and technological civilizations to build happiness and assist global sustainable development", gathering global wisdom, promoting the implementation of achievements, and jointly creating a happy future. In the future, taking this as an opportunity, both parties will rely on their own advantages, deepen cooperation with domestic and foreign scientific and technological institutions and enterprises, promote international scientific and technological collaborative innovation and industrial cooperation under the "Belt and Road" Initiative, facilitate people-to-people bonds and global connectivity, and contribute to open and win-win cooperation as well as high-quality development.

On the afternoon of the same day, the 2025 High-Level Forum on Science, Technology and Diplomacy was held. The forum was guided by the China-Germany Friendship Association, hosted by the China International Association for Scientific and Technological Cooperation, co-hosted by Sichuan University of Culture and Arts, and supported by Beijing Residential Building Design and Research Institute, China Green Environmental Protection Group Co., Ltd., Tianjin Electrical Science Research Institute Co., Ltd., Beijing Weizhuo Zhiyuan Medical Technology Co., Ltd., and Ewes (Beijing) Biotechnology Co., Ltd. More than 300 representatives from relevant national departments, local science and technology management departments, research institutes, enterprises and other institutions attended the forum. Jin Xiaoming, President of the China International Association for Scientific and Technological Cooperation, presided over the forum.With the theme of "Strengthening Collaboration in Scientific and Technological Innovation, Jointly Building an Open and Cooperative Ecosystem", the forum conducted discussions and exchanges around topics such as international life science innovation and the integrated development of energy and transportation, aiming to promote scientific and technological innovation work from a global perspective and the building of an open and cooperative ecosystem.

Wan Gang, Vice Chairman of the 13th National Committee of the Chinese People's Political Consultative Conference and President of the China Association for Science and Technology, sent a congratulatory letter to the forum. He pointed out that as an important bridge for non-governmental science and technology diplomacy, the China International Association for Scientific and Technological Cooperation has carried out fruitful work over the years in pooling non-governmental wisdom and expanding international scientific and technological cooperation. Since the establishment of the "Home of Science and Technology Diplomats" in 2009, all science and technology diplomats have given full play to their professional advantages and continued to make efforts in building bridges, providing strategic consulting, and connecting resources, which have effectively served the high-quality economic and social development of the country. Zhang Jing'an, Honorary President of the Association, Chairman of the China Research Association for Science and Technology System Reform, Academician of the Eurasian Academy of Sciences, Vice Chairman of the China Center, and former Member of the Party Leadership Group of the Ministry of Science and Technology, read out the congratulatory letter. 

Chen Zongxing, Vice Chairman of the 11th National Committee of the Chinese People's Political Consultative Conference, wrote an inscription for the forum. Jin Xiaoming, President of the China International Association for Scientific and Technological Cooperation and former Director-General of the Department of International Cooperation of the Ministry of Science and Technology, who served as the host, read out the inscription.

In the speech session, leaders from the initiating units of the China International Association for Scientific and Technological Cooperation, namely the Ministry of Science and Technology, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the China Association for Science and Technology, and the National Natural Science Foundation of China (referred to as the "Five S&T Institutions"), delivered speeches.

In recent years, the Ministry of Science and Technology has actively promoted science and technology diplomacy and presidential diplomacy, advanced Sino-foreign government-to-government cooperation in scientific and technological innovation, deeply participated in global science and technology governance, and built an open environment for scientific and technological innovation with global competitiveness, achieving positive progress.

It is necessary to actively carry out non-governmental scientific and technological exchanges, so that the direct interactions among multiple subjects such as the scientific community, innovative enterprises and academic organizations can become a resilient network that consolidates the public opinion foundation for scientific and technological cooperation between countries and copes with the challenges of changing situations.

Shi Mingde, President of the China-Germany Friendship Association and former Ambassador to Austria and Germany, delivered a keynote report entitled "China-Germany Cooperation in Scientific and Technological Innovation: Current Situation, Opportunities and Future Prospects". He pointed out that there are broad opportunities for China-Germany cooperation in scientific and technological innovation. It is necessary to give play to non-governmental forces, actively build multi-level exchange platforms, promote policy communication, experience sharing and people-to-people bonds, so as to create a sound social atmosphere and public opinion foundation for deepening cooperation between the scientific and technological circles and business communities of the two countries, and strive to resolve the "trust deficit". The China-Germany Friendship Association is willing to work with the China International Association for Scientific and Technological Cooperation to play a bridging role, actively build platforms, promote understanding and build consensus, and contribute indispensable non-governmental forces to China-Germany cooperation in scientific and technological innovation.

He pointed out that scientific and technological innovation, as the core driving force of the globalization process, has not only promoted the leapfrog development of China's economy, but also injected strong momentum into the progress of world civilization. Faced with global challenges such as climate change and artificial intelligence governance, he called on the international community to strengthen scientific and technological dialogue and cooperation, and jointly address the common problems faced by mankind through mutual learning among civilizations.

Liu Qing, Director of the Yangtze River Delta National Technology Innovation Center, delivered a keynote speech entitled "Open Innovation, Cooperative Innovation, and a Win-Win Future". He systematically introduced the innovative practices of the Yangtze River Delta National Technology Innovation Center in international scientific and technological cooperation, and focused on elaborating the "research and development carrier - innovation resources - industrial demand" trinity innovation ecosystem built by the center. Through establishing overseas representative offices, setting up concept verification funds and other innovative mechanisms, the center has deeply connected with global innovation resources.

Tang Jian, Second-class Inspector of the Beijing Municipal Science and Technology Commission and Zhongguancun Science Park Administration Committee, delivered a keynote speech entitled "Serving Higher-Quality Major-Country Diplomacy through More Open International Scientific and Technological Cooperation". She pointed out that as the national science and technology innovation center, Beijing has continuously strengthened the building of original innovation capabilities, and a number of major original achievements have emerged, providing solid support for science and technology diplomacy.

At this forum, four expert committees were established, namely the Expert Committee on Science and Technology Culture Communication, the Expert Committee on Integration of Energy and Transportation, the Expert Committee on Spatiotemporal Intelligence, and the Expert Committee on Life Sciences. Sun Lijie, Vice President and Secretary-General of the China International Association for Scientific and Technological Cooperation, issued the appointment certificates.
