Speech by Cui Yiting, Secretary-General of the Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE) at the Launching Ceremony of ANIE

Distinguished leaders, scientists, entrepreneurs, ladies and gentlemen, good afternoon!

Empowering new development through science and technology, co-creating a future of happiness—many of you have already gained a preliminary understanding of the Alliance through the video introduction. Allow me to briefly outline the systematic support that the Alliance provides to enterprises:

Support for the Transformation of Scientific and Technological Achievements: Demonstrations, matchmaking, IP transactions, innovation funds, and urban pilot projects.

Branding and Global Influence: Global exposure, multilingual communications, and international promotion.

Project Implementation and Policy Synergy: Smart city renewal programs integrated into policy directories and case repositories.

Professional Platforms and Governance Impact: Participation in forums and policy consultation to enhance enterprise visibility.

Internationalization and Global Expansion: National Project Database, standardized solution frameworks, and regional landing support.

International Business Matching: “Spring Cultivation + Autumn Visit”mechanism, joint laboratories, and localized manufacturing.

Academia-Industry Collaboration and Innovation Empowerment: Joint laboratory establishment and talent ecosystem building with universities and research institutions.

Global Think Tanks and Expert Resources: Resources from ANSO’s international scientific network and Silk Road Dialogue across 51 countries to support global governance and policy advisory.

Due to the richness of the content, I will now briefly report on the core work of the Alliance and sincerely invite all of you to collaborate and co-create.

We are entering an era fundamentally driven by data. As the world accelerates its digital transformation and cities undergo strategic upgrades, urban governance is shifting from traditional infrastructure development toward systemic innovation powered by science and technology. Governments and enterprises alike serve the city, striving to create better and happier lives for people. Smart cities are not only arenas for governmental governance, but also ecosystems jointly built and shared by tech enterprises, research institutions, and city administrators. At the core of technology governance lies a complex system of co-intelligence, co-creation, and co-governance. Tech enterprises are both suppliers and system builders of smart cities. Urban renewal, therefore, is not only a matter of physical reshaping but a reconfiguration of the city’s fundamental operating system. This is both a strategic opportunity for the joint development of tech enterprises and a pathway through which China’s solutions and wisdom contribute to the well-being of humanity.

In the 11 years since the launch of the Belt and Road Initiative, China has not only provided high-quality infrastructure but also seen its tech enterprises rise to the mission of smart city technology governance. The Alliance of National and International Innovative Enterprises for the Belt and Road Regions will unite tech companies to serve cities with integrated solutions, co-create international cities of well-being, embark on a “Road to Happiness,” and jointly build a community with a shared future for mankind.

We plan to focus our work on the following areas:

Pooling Global Intelligence to Build Technological Ecosystems in Key Areas

The Alliance will take “Smart City Technology Governance” as the entry point and “providing comprehensive solutions for cities and industries in relevant countries” as the approach. By empowering enterprises and building a bridge from laboratory to industrialization, we will promote global enterprise growth and explore new pathways toward technology-driven human well-being.

Establishing a Systematic International Platform for Technology to Serve Global Well-being

International Tech-Industry Convergence Center–Accelerates technology transfer from the lab to the market.

International Dialogue Meeting Hall – Builds precise and regular international cooperation mechanisms for partner cities.

Silk Road International Micro-Museum – Promotes efficient project implementation through online-offline integration.

Smart City Renewal Pilot Project: Witness Happiness Plan – Generates model cases of tech-enabled urban renewal based on on-site research and engagement. (I invite all of you to participate!)

Dialogue of Technological Civilization and Co-construction of Happiness–A platform combining academia and practice, acting as a think tank and incubator for urban development strategies.

Silk Road International Happiness Week–A grand synergy of science and happiness, showcasing the unique charm of smart city technology governance to the world.

Innovative Pioneers·Global Brand Yearbook Exhibition – Highlights brand values, social responsibility, and the ethos of “technology for good.”Outcomes such as the Special Issue on Technological Civilization and Happiness Co-construction, Model Cities of Happiness, and the Silk Road Journey of Happiness Documentary will contribute to creating global urban templates that combine “Technology + Happiness.”

Smart City Technology Governance Strategy Consulting Report – Offers Chinese solutions to guide the global construction of “Technology + Happiness” model cities.  

Future Vision: Illuminating a Happy Future with Technology

Let us together envision a new era driven by digital technologies and co-build cities of happiness. Every leap in technology opens new possibilities for human well-being. The establishment of the Alliance of National and International Innovative Enterprises for the Belt and Road Regions is a solid step in this direction. Under the guidance of the Alliance of International Science Organizations (ANSO), we look forward to joining forces with governments, enterprises, and research institutions to jointly build an ecosystem for smart city governance and share in the abundant fruits of scientific civilization.

Finally, I extend heartfelt thanks to all leaders, scientists, entrepreneurs, colleagues, and enablers. Let us take this beautiful and happy city of Chengdu as a new starting point, use science and technology as our bridge, cooperation as our vessel, and together sail toward a new future of happy and innovative cities. Visit the Scientific and Technological Achievements Exhibition of the Second Belt and Road Conference on Science and Technology Exchange

Zhang Pan, Senior Mechanical R&D Engineer at Dongfang Electric Corporation, explained that under the Belt and Road Initiative, as one of the world’s largest energy equipment manufacturers, the company is committed to driving the shared prosperity and development of Belt and Road partner countries through green power. Its products and services have reached over 100 countries and regions, with cumulative power generation equipment exceeding 89 million kilowatts. The representative also shared the company’s advancements in cutting-edge fields such as intelligent manufacturing and digital integration and innovation. They expressed the hope that by engaging with the Alliance in the future, Dongfang Electric could help advance the application of next-generation infrastructure in partner countries, contributing wisdom and strength to the green and high-quality development of global energy equipment.

Visited the exhibition area of Zhongjiu Flash Medical Technology Co., Ltd.

The Science and Technology Achievement Exhibition of the Second Belt and Road Conference on Science and Technology Exchange covered an area of 6,000 square meters, featuring dedicated pavilions including the Sichuan Pavilion, Chongqing Pavilion, Belt and Road Countries Pavilion, Key Provinces and Cities Pavilion, and Sichuan Cities and Prefectures Pavilion. Like a vivid window into the future, the exhibition showcased how scientific and technological innovation is profoundly transforming daily life and connecting the world. These achievements not only painted a visionary picture of boundless possibilities but also built a bridge that promotes technological exchange and cooperation across borders.
