The Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE) was Officially Launched at the Belt and Road Innovation and Investment Summit for Global Enterprises during the Second Belt and Road Conference on Science and Technology Exchange
The Second Belt and Road Conference on Science and Technology Exchange was held in Chengdu. Jointly hosted by the Ministry of Science and Technology, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the China Association for Science and Technology, the National Natural Science Foundation of China, the People’s Government of Sichuan Province, and the People’s Government of Chongqing Municipality, the conference was themed "Building a Road of Innovation Together, Promoting Cooperative Development — Joining Hands to Build a Belt and Road Science, Technology and Innovation Community."
Ding Xuexiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the opening ceremony and delivered a keynote speech.
Afshin, Vice President of Iran; Ramatov, First Deputy Prime Minister of Uzbekistan; and Marina Raguš, Deputy Speaker of the National Assembly of the Republic of Serbia, delivered speeches. Amandeep Singh Gill, the United Nations Secretary-General’s Envoy on Technology, delivered a video speech. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Director of the Standing Committee of the Sichuan Provincial People’s Congress, delivered a welcome address. The ceremony was presided over by Yin Hejun, Minister of Science and Technology of the People’s Republic of China. The Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE) participated in the opening ceremony.

In his keynote speech, Vice Premier Ding Xuexiang stated that Chinese President Xi Jinping attaches great importance to science and technology exchange and cooperation under the Belt and Road Initiative, having proposed a series of significant initiatives and measures that serve as an important guide for promoting international cooperation in scientific and technological innovation. With joint efforts from all sides, China has continued to implement the Belt and Road Cooperation in Scientific and Technological Innovation, building “bridges of connection” through science and technology, weaving a network of innovation cooperation, and injecting strong momentum into the high-quality development of the Belt and Road Initiative.
Vice Premier Ding Xuexiang put forward four proposals: First, further enhance openness and cooperation in scientific and technological innovation. Jointly explore mutually beneficial global cooperation models and support partnerships among research institutions, universities, enterprises, and think tanks to address major scientific challenges. Second, promote the inclusive sharing of scientific and technological achievements, uphold the principle of “science knows no borders and serves all humankind,” enhance the accessibility of science and technology, and implement the Belt and Road Special Cooperation Plan for Poverty Reduction through Science and Technology to better benefit all countries, particularly those in the Global South. Third, expand science and cultural exchanges, strengthen innovation partnerships, and actively carry out mutual visits, student exchange programs, technical training, academic conferences, and other forms of exchange to tighten the friendly ties between science and education. Fourth, improve the global science and technology governance system, address potential rule conflicts, societal risks, and ethical challenges posed by technological development, oppose the politicization and securitization of science and technology cooperation, and steer innovation toward advancing human civilization.

At the Plenary Session of the conference, on-site and video speeches were delivered by Rodríguez, Minister of Science, Technology and Environment of Cuba; Zhang Lih Kang, Minister of Science, Technology and Innovation of Malaysia; Supamas Isarabhakdi, Minister of Higher Education, Science, Research and Innovation of Thailand; and Daren Tang, Director General of the World Intellectual Property Organization. Thematic speeches were delivered by Barry Marshall, Nobel Laureate in Physiology or Medicine; Xue Qikun, Academician of the Chinese Academy of Sciences; Bertram Lohmueller, CEO of Steinbeis Sustainable Technology and Management; and Robin Zeng, Chairman and CEO of CATL.
The event brought together approximately 1,500 participants, including government officials from partner countries, foreign diplomats in China, representatives of international organizations, officials from central and local departments, scientists and scholars, and leaders of scientific institutions and enterprises.
Jointly hosted by the People’s Government of Chengdu Municipality and the Sichuan Provincial Department of Science and Technology, and co-organized by the Secretariat of the Alliance of National and International Science Organizations for the Belt and Road Regions (ANSO) and the Chengdu Municipal Bureau of Science and Technology, the Belt and Road Innovation and Investment Summit for Global Enterprises was successfully held in Chengdu. As one of the sub-forums of the Second Belt and Road Conference on Science and Technology Exchange, the event aimed to accelerate the transformation of scientific and technological achievements and industrial cultivation through the integration of global resources. It also sought to deepen strategic synergy among Belt and Road partner countries in the fields of science and technology, capital, and talent—supporting Chengdu in building a globally influential innovation and venture capital ecosystem.
Distinguished speakers at the forum included Cao Lijun, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Secretary of the CPC Chengdu Municipal Committee; Marina Ragus, Deputy Speaker of the National Assembly of the Republic of Serbia; Chen Jiachang, Vice Minister of the Ministry of Science and Technology of the People's Republic of China; Bai Chunli, Former President of the Chinese Academy of Sciences, Academician of the CAS, and Founding President of the Alliance of National and International Science Organizations for the Belt and Road Regions (ANSO); Mehmet Mert Tokman, Consul General of the Republic of Türkiye in Chengdu; and Bálint Czégel, Consul General of Hungary in Chongqing.
During the forum, the Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE) was officially launched. With “Smart City Technology Governance” as its strategic core, the Alliance is committed to providing systematic solutions for Belt and Road partner countries and building an efficient transformation engine that links laboratory research with industrial application.

Bai Chunli, Founding President of ANSO, emphasized that the establishment of the Alliance is a pragmatic response to the Belt and Road Initiative and a concrete action to implement the spirit of President Xi Jinping’s congratulatory letter. He noted that the Alliance also serves as a strategic platform to deepen collaboration across the global innovation network. By integrating the industrialization capacities of multinational enterprises with ANSO’s global cooperation network, the Alliance will build a closed-loop chain from technology R&D to result transformation and public welfare application—injecting momentum into the innovation economy while providing systemic solutions for sustainable development.

The Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE) takes Smart City Technology Governance as its entry point and aims to provide comprehensive solutions for cities and industries in relevant countries. It empowers enterprises, guides the global development of industries, explores new pathways for technology-driven human well-being, and promotes the high-quality development of the Belt and Road Initiative. The Alliance contributes Chinese wisdom and strength to global science and technology governance and sustainable development.

Cui Yiting, Secretary-General of the Alliance of National and International Innovative Enterprises for the Belt and Road Regions(ANIE) , introduced the Alliance’s development plans. She highlighted that the Alliance will focus on smart city governance as a key initiative, particularly promoting green energy, digital technology, and ecological governance. The goal is to precisely align innovation achievements with the diverse demands of Belt and Road partner countries and accelerate the transformation of major science and technology projects into impactful, people-centered initiatives.

The establishment of the Alliance of National and International Innovative Enterprises for the Belt and Road Regions(ANIE) will further promote synergy between industry, academia, and research in Belt and Road countries, expedite the implementation and scaling of technological achievements, and contribute wisdom and strength to global science and technology governance and industrial development. By enhancing the transformation and transfer of technological achievements, the Alliance will contribute practical solutions to building a shared future for humanity and inject new vitality into the reform of the global science and technology governance system.

At the forum, several major international cooperation agreements were signed. These included a Strategic Cooperation Agreement between Aurigin Investment Group (Singapore) and the Administrative Committee of Tianfu New Area on jointly building a China-Singapore Bidirectional Platform for Science and Technology Achievement Transformation, as well as a Memorandum of Understanding between the Belarusian National Technology Transfer Center and the Tianfu International Technology Transfer Center on international cooperation in technology transfer and result transformation. The signed projects span diverse areas such as technology R&D, platform construction, and talent development—fully reflecting the multi-level and broad-scope characteristics of Belt and Road scientific and technological cooperation.

International and domestic guests shared perspectives on global innovation trends and jointly envisioned a panoramic landscape of future science and technology. Notable speakers included Prof. Konstantin Novoselov, Nobel Laureate in Physics, and Prof. Dr. Bertram Lohmueller, President of Steinbeis Sustainable Technology and Management (Germany) and Chairman of its China headquarters. The forum attracted participation from over 20 countries, including Oman, Germany, Finland, and Cuba, as well as from Chinese government agencies, renowned universities, research institutes, tech enterprises, investment institutions, and science & technology service organizations.
