The Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE) Officially Launched

On June 11, the Second Belt and Road Conference on Science and Technology Exchange opened in Chengdu. Jointly hosted by the Ministry of Science and Technology, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the China Association for Science and Technology, the National Natural Science Foundation of China, the People’s Government of Sichuan Province, and the People’s Government of Chongqing Municipality, the conference was themed "Building a Road of Innovation Together, Promoting Cooperative Development — Joining Hands to Build a Belt and Road Science, Technology and Innovation Community."

Ding Xuexiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the opening ceremony and delivered a keynote speech. Vice President of Iran, Afshin; First Deputy Prime Minister of Uzbekistan, Ramatov; and Deputy Speaker of the National Assembly of the Republic of Serbia, Marina Raguš, delivered speeches in succession. A video speech was delivered by Amandeep Singh Gill, the UN Secretary-General’s Envoy on Technology. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Director of the Standing Committee of Sichuan Provincial People’s Congress, delivered a welcome speech. Yin Hejun, Minister of Science and Technology, presided over the opening ceremony.

Following the ceremony, the Plenary Session of the Second Belt and Road Conference on Science and Technology Exchange was held. Attendees heard speeches—both in person and via video—by Rodríguez, Minister of Science, Technology and Environment of Cuba; Zhang Lih Kang, Minister of Science, Technology and Innovation of Malaysia; Supamas Isarabhakdi, Minister of Higher Education, Science, Research and Innovation of Thailand; and Daren Tang, Director General of the World Intellectual Property Organization. Thematic presentations were given by Nobel Laureate in Physiology or Medicine Barry Marshall, Academician of the Chinese Academy of Sciences Xue Qikun, CEO of Steinbeis Sustainable Technology and Management Bertram Lohmueller, and Robin Zeng, Chairman and CEO of CATL.

The event gathered approximately 1,500 attendees, including foreign government officials, diplomats to China, representatives of international organizations, leaders of relevant departments of central and state authorities, officials from Sichuan and Chongqing as well as other provinces, and domestic and international scientists and business leaders.

One of the featured events of the conference, the Belt and Road Innovation and Investment Summit for Global Enterprises was held at the Tianfu International Convention Center. The forum was co-hosted by the People’s Government of Chengdu Municipality and the Sichuan Provincial Department of Science and Technology, and organized by the Chengdu Municipal Bureau of Science and Technology and the Secretariat of the Alliance of International Science Organizations (ANSO). Guided by the Eight Major Actions for High-Quality Belt and Road Cooperation, the forum focused on two core pillars: Innovation and Investment. Through keynote speeches, project signings, corporate exhibitions, and B2B matchmaking sessions, it actively promoted complementarity in science, technology, capital, and talent across Belt and Road partner countries—supporting Chengdu in building a globally competitive ecosystem for venture capital and technology innovation.

At the forum, the Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE) was officially launched, marking a new chapter in enterprise-level cooperation in science and technology innovation under the Belt and Road Initiative. The Alliance aims to empower enterprises through a focus on smart city technology governance, and to provide comprehensive solutions for Belt and Road partner countries and industries. By building a bridge from lab research to industrialization, the Alliance seeks to foster domestic and international enterprise globalization.

Cui Yiting, Secretary-General of the Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE), presented an introduction to the Alliance. She noted that moving forward, the Alliance will establish regular mechanisms for dialogue with partner countries, focusing on ten key areas including smart cities, digital technology, artificial intelligence, and clean energy. Through a combination of ecological solutions and both online and offline cooperation models, the Alliance will accelerate the transition of scientific achievements from the lab to the market, support efficient project implementation, and conduct field studies both domestically and internationally to identify exemplary cases of technology empowering urban renewal. With these efforts, the Alliance aims to become a key hub for technological transformation and a seamless connector between research, industry, and markets—thus driving high-quality growth for Belt and Road enterprises.

The Second Belt and Road Conference on Science and Technology Exchange provided a high-level platform for deepening cooperation in scientific and technological innovation among partner countries. Through plenary sessions, thematic forums, and the launch of key alliances, the conference built international consensus and promoted pragmatic cooperation. The Belt and Road Innovation and Investment Summit for Global Enterprises, with its focus on the synergy between innovation and investment, offered practical pathways for technology commercialization and industry integration. The establishment of the Alliance of National and International Innovative Enterprises for the Belt and Road Regions (ANIE) will further enhance collaborative innovation among academia, industry, and research institutions in Belt and Road countries, accelerate technology deployment and application, and contribute wisdom and strength to global science and technology governance and industrial development.
