Beijing, August 19th (Xinhua) August 19th, Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee and Chinese president, held talks with To Lam, general secretary of the Communist Party of Vietnam (CPV) Central Committee and Vietnamese president, who is on a state visit to China. 

General Secretary Xi Jinping once again congratulates To Lam on his election as General Secretary of the Central Committee of the Communist Party of Vietnam. General Secretary Xi Jinping pointed out that your first visit to China after assuming the position of General Secretary fully reflects the high importance attached to the relationship between the two parties and two countries, as well as the high-level and strategic nature of China Vietnam relations. The common ideals and beliefs are the red genes passed down from generation to generation between the Chinese and Vietnamese parties, condensed into the traditional friendship of "deep friendship between Vietnam and China, comrades plus brothers". As the two ruling communist parties in the world today, China and Vietnam should uphold the original intention of friendship, continue the traditional friendship, remember the common mission, adhere to the leadership of the Communist Party and the socialist system, continuously deepen the construction of the strategically significant China Vietnam community of shared future, and jointly promote the development of the world socialist cause. I am willing to establish a good working relationship and personal friendship with Comrade To Lam, and jointly lead the deepening and implementation of the construction of a community with a shared future between China and Vietnam.

General Secretary Xi Jinping pointed out that in the face of changes in the world, the times, and history, China and Vietnam have maintained rapid economic development and long-term social stability, demonstrating the superiority of the socialist system and the vitality of the socialist cause. China regards Vietnam as a priority direction for its diplomacy with neighboring countries, supports Vietnam in adhering to the leadership of the Party, taking a socialist path that is in line with its national conditions, and deepening the cause of reform, opening up, and socialist modernization. At a critical period of development and revitalization in their respective countries, China and Vietnam need to consolidate the direction of building a community with a shared future, strengthen political mutual trust, enhance security cooperation, deepen practical cooperation, strengthen public opinion, strengthen multilateral coordination and cooperation, and better manage and resolve differences in the "six more" development pattern. China is willing to maintain close strategic communication and high-level exchanges with Vietnam, firmly support each other, actively explore and expand the joint construction of the "the Belt and Road" initiative and the docking cooperation of the "two corridors and one circle" framework, accelerate the "hard connectivity" of railway, highway and port infrastructure, improve the "soft connectivity" of smart customs, and work together to build a safe and stable industrial chain supply chain. Taking next year's celebration of the 75th anniversary of the establishment of diplomatic relations between China and Vietnam as an opportunity, we will jointly organize a series of activities such as the "China Vietnam Cultural Exchange Year" to consolidate the public opinion foundation of the two countries. Both sides should uphold the Five Principles of Peaceful Coexistence and other basic norms of international relations, promote an equal and orderly world multipolarization, inclusive economic globalization, uphold international fairness and justice, and the common interests of developing countries, and promote the construction of a community with a shared future for mankind.

General Secretary Xi Jinping introduced the relevant situation of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, emphasising that China's further comprehensive deepening of reform and promoting high-level opening-up will bring new impetus and opportunities for the development of countries, including Vietnam. China is willing to deepen the exchange of experience in governing the party and governing the country with Vietnam, jointly improve the modernisation level of the national governance system and governance capacity, and jointly move towards modernisation.

General Secretary To Lam stated that my first overseas visit to China as the General Secretary of the Central Committee of the Communist Party of Vietnam and President fully reflects the Vietnamese party and government's consistent emphasis on developing relations with China, and regards China as a strategic choice and top priority of Vietnam's foreign policy. The Vietnamese Party and government will inherit the legacy of Comrade Nguyen Phuc Trong, adhere to the leadership of the Communist Party, adhere to the socialist path, firmly follow the path jointly determined by the older generation of leaders of the two countries, especially General Secretary Nguyen Phuc Trong and General Secretary  Xi Jinping, deepen the comprehensive strategic partnership between Vietnam and China in accordance with the overall goal of the "Six Changes", and promote the construction of a strategically significant Vietnam China community with a shared future. Under the leadership of the Party Central Committee with Comrade Xi Jinping at its core, China has successfully completed all the reform tasks determined by the Third Plenary Session of the 18th Central Committee of the Communist Party of China, made great development achievements, and made increasing its international status and influence day by day, making important contributions to world peace and development and the progress of all mankind. Vietnam congratulated the successful convening of the Third Plenary Session of the 20th Central Committee of the Communist Party of China, opening a new era of further deepening reform and comprehensively promoting Chinese-style modernisation. I believe that under the leadership of General Secretary Xi Jinping, China will successfully achieve the second centenary goal and build a powerful socialist modern country in an all-round way. Vietnam adheres to independence, firmly adheres to the one-China policy, believes that Taiwan is an inseparable part of China's territory, resolutely opposes all forms of "Taiwan independence" separatist activities, and firmly supports China's national reunification. Hong Kong, Xinjiang and Tibet are all internal affairs of China, and Vietnam firmly opposes any interference in China's internal affairs. Vietnam is willing to maintain close high-level exchanges with China, share the experience of governing the party and the country, deepen strategic mutual trust, strengthen the docking of development strategies, and mutually beneficial cooperation in the fields of national Defence security, economic and trade investment, and cross-border infrastructure connection. We will jointly run the "Year of Vietnam-China Humanities Exchange" next year, strengthen youth and local exchanges and cooperation, and consolidate the public opinion foundation of the two countries. Vietnam is willing to properly control maritime differences with China and jointly maintain regional peace and stability. Vietnam supports and is willing to actively participate in President Xi Jinping's initiative to build a community with a shared future for mankind and the global development initiative, the global security initiative and the global civilisation initiative. Vietnam is willing to cooperate closely with China in multilateral international cooperation, safeguard multilateralism, safeguard international fairness and justice, and make positive contributions to promoting world peace and development.

On August 19, Xi Jinping, General Secretary of the Central Committee of the Communist Party of China and President of the People, held talks with To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam and President of the People on a state visit to China at the Great Hall of the People in Beijing. Before the talks, General Secretary Xi Jinping held a welcome ceremony for General Secretary To Lam in the square outside the East Gate of the Great Hall of the People.

 
When General Secretary Su Lin arrived, the ceremonial soldiers lined up to pay tribute. General Secretary Xi Jinping and General Secretary To Lam stepped onto the reviewing stand, the military band played the national anthems of China and Vietnam, and 21 salutes were fired at Tiananmen Square. General Secretary To Lam, accompanied by General Secretary Xi Jinping, reviewed the honor guard of the Chinese People's Liberation Army and watched the parade.
At noon that day, General Secretary Xi Jinping and Peng Liyuan held a welcome banquet for General Secretary To Lam and his wife in the Golden Hall of the Great Hall of the People.
