Continuing to promote cultural prosperity, build a strong cultural nation, and build a modern civilization of the Chinese nation at a new starting point is our new cultural mission in the new era. Around this new cultural mission, General Secretary Xi Jinping has put forward the requirements of "seven focuses" on how to do a good job in propaganda, ideological and cultural work in the new era, and has made an overall plan for the construction of socialist culture in China. Among them, "focusing on strengthening international communication capacity building and promoting cultural exchange and mutual learning" has put forward fundamental guidance and clear requirements for doing a good job in international communication work.
In the face of complex and ever-changing domestic and international situations in the new era and new journey, it is urgent and important to timely voice China's voice, propose China's initiatives, provide China's solutions, and showcase China's image. To do all of this well, it is necessary to deeply study and implement the Xi Jinping cultural ideology, focus on strengthening international communication capacity building, and promote cultural exchange and mutual learning.
Stand firm in cultural stance
We must firmly adhere to the cultural stance of "strengthening international communication capacity and promoting cultural exchange and mutual learning", and take the Xi Jinping cultural ideology as the fundamental principle.
Adhere to the "two combinations". Building on the profound foundation of over 5000 years of Chinese civilization, we must open up and develop socialism with Chinese characteristics, and combine the basic principles of Marxism with China's specific realities and excellent traditional Chinese culture. The result of "combination" is mutual achievement, creating an organic and unified new cultural life form. Efforts should be made to strengthen the construction of international communication capacity and promote the exchange and mutual learning of civilizations. In adhering to the "two combinations", we should deeply grasp the significance of inheriting and carrying forward the Chinese civilization and promoting the exchange and mutual learning of civilizations, stick to the position of Chinese culture, strive to show the unique charm of Chinese culture, take the global dissemination of Chinese civilization as the guide, and promote and explain why the CPC can and why the Chinese road is going.
Strengthen cultural confidence and self-improvement. Cultural confidence is the most fundamental, profound, and enduring force in the development of a country or a nation. Cultural confidence and self-improvement are related to the rise and fall of national fortune. On the basis of cultural self-confidence, the CPC has deepened its understanding of the laws governing the cultural inheritance and development of Chinese civilization over 5000 years, and deepened its understanding of the path of socialist cultural development with Chinese characteristics. Efforts should be made to strengthen the construction of international communication capabilities, promote cultural exchange and mutual learning, based on cultural subjectivity and originality, and continuously enhance the internal driving force of cultural development. In the process of building an ideological and cultural process with Chinese characteristics, Chinese style, and Chinese style, spiritual independence and autonomy should be achieved. Only by gaining the right to speak can the culture of socialism with Chinese characteristics in the new era be spread, and our voice can be heard by people around the world. The peaceful development of the world requires China's values of inclusiveness, cooperation, and win-win.
Building a communication system
Strengthening international communication capabilities requires systematic construction and the construction of a strategic communication system with distinct Chinese characteristics.
Strengthen top-level design and overall planning. Develop an overall external strategy and an overall plan for international communication. Clarify the overall development strategy and determine medium -, long-term, and short-term goals; Clarify the external communication plan, including the top-level framework design of the external communication strategy, meso plan design, and micro detail filling. Coordinate resources and avoid "fighting separately". Always adhere to a systematic concept, strengthen layout and overall promotion, and firmly grasp the discourse power of international public opinion warfare.
Adjust power layout and expand channel platforms. In the era of all media, the trend of decentralized production and decentralized dissemination of information is becoming more apparent. Relying solely on relevant functional departments of the Party and the state is difficult to achieve effective coverage and deep reach. This requires adjusting the power layout of external communication and promoting the diversified coordination of international communication entities. Fully leverage the engine role of various media integration and development, making it an important channel for communicating internal and external information, and forming a joint force for external dissemination; Accelerate the construction of a mainstream public opinion pattern that integrates online and offline platforms, with internal and external publicity linked. Coordinate and handle the relationship between traditional and emerging media, central and local media, mainstream media and commercial platforms, popular media and professional media, and strengthen coordination and cooperation with overseas media.
Building a Chinese discourse and narrative system. One is to accelerate the construction of a strategic communication system with discourse support. Building a discourse system with Chinese characteristics cannot be self talk. We must adhere to the distinction between internal and external factors, accurately grasp the diverse needs of overseas audiences, and adapt to the diverse, life oriented, and personalized requirements of international news communication audiences. The second is to have a global perspective, actively learn and absorb the excellent achievements of foreign cultures, redefine existing discourse concepts, propose China's own core concepts, and be able to engage in equal dialogue with the international mainstream discourse system in theory. Thirdly, based on the practice of socialism with Chinese characteristics, we will conduct in-depth research on the integration of excellent traditional Chinese culture and advanced Western culture, seek resonance points and the greatest common denominator of dialogue between the two sides, seek common ground while reserving differences, and strive to form Chinese expressions, rhetoric, and semantics, infecting foreign audiences.
Enhance the appeal of Chinese culture
To strengthen the construction of international communication capacity is to place the long-standing and profound Chinese culture in the great garden of world culture, promote the exchange and mutual learning of civilizations, form an international voice that matches China's comprehensive national strength and international status, and create a good external environment for promoting Chinese path to modernization and building the modern civilization of the Chinese nation.
Promote the global significance of excellent traditional Chinese culture. To extract and showcase the cultural essence of contemporary value and global significance from the excellent traditional Chinese culture. This requires a greater emphasis on showcasing the ideological and spiritual power behind China's path, governance, and principles, while telling the story and spreading the voice of China well, so that the world can fully and comprehensively understand the profound Chinese culture from multiple perspectives.
Deepen the concept of cultural exchange and mutual learning. Adhere to the principles of equality, mutual learning, dialogue, and inclusiveness among civilizations, and use cultural exchange to transcend cultural barriers, cultural mutual learning to transcend cultural conflicts, and cultural inclusiveness to transcend cultural superiority, in order to promote the international dissemination of Chinese culture through the integration and coexistence of multiple civilizations. Grasp the overall situation, distinguish targets, and implement precise policies to provide Chinese wisdom and solutions for solving development deficits, security deficits, peace deficits, governance deficits, and cultural conflicts in human society. Oppose any form of "civilization superiority theory", take equality and inclusiveness of civilization as the basic principle, and take harmonious coexistence of civilization as the ultimate goal.
Enhance the effectiveness of international cultural exchange. Establish a hierarchical international communication cooperation system, strengthen the work of "people to people communication" and network building, innovate regional cooperation and international exchange cooperation mechanisms, gradually expand the dissemination radius, achieve wide international influence coverage, and inherit and promote the concept and spirit of Chinese culture well. Especially in cultural exchanges, fully showcasing the unique value and charm of Chinese culture, using literature to convey the Tao, using literature to convey the voice, and using cultural people to enhance the effectiveness of international cultural exchange and enhance the appeal of Chinese culture.
