"Belt and Road High Quality Development Academic Forum"

On January 20, the third annual meeting of the "Belt and Road High Quality Development Academic Forum" was held in Beijing. The forum was jointly launched by 16 research institutions, think tanks and enterprises, including the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, the Silk Road Planning and Research Center of the CPPCC National Committee, and the the Belt and Road International Association of Scientific Organizations (ANSO) in early 2022. The theme of this annual meeting is "The New Decade of the 'the Belt and Road' Construction: Opportunities, Challenges and Prospects for the Decade", which is organized by the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences. The purpose of this meeting is to jointly discuss the opportunities and challenges facing the construction of the the Belt and Road in the new decade, discuss ways and measures for high-quality development, and attract more than 100 participants from more than 50 research institutions. Cui Yiting, Founder of the Silk Road Dialogue and secretariat of the the Belt and Road High Quality Development Academic Forum, attended the meeting.

Bai Chunli, the chairman of the forum and former president of the Chinese Academy of Sciences, pointed out that entering the new decade of the "Belt and Road" construction is a good time to look back and look forward to the future. For more than a decade, the "Belt and Road" has made solid and profound achievements, but there is still much room for improvement from the fundamental requirements of General Secretary for high-quality development. We need to carefully summarize experience and lessons, conduct in-depth scientific research, and exchange and cooperation. Last September, our initiative to strengthen the construction of the academic community of the "Belt and Road" at the academic seminar on the tenth anniversary of the "Belt and Road" construction received positive response and support from more than 100 experts and scholars at home and abroad, and was included in the list of achievements of the third "Belt and Road" international cooperation summit forum. The primary task of the initiative is to initiate the establishment of the "Belt and Road" Seminar, and it is hoped that this forum will fully exchange and discuss the preparations for the "Belt and Road Seminar".

Liu Guanfeng, Vice Chairman of the Silk Road Planning and Research Center of the CPPCC National Committee, pointed out that in the next stage of the "Belt and Road" construction, how to promote high-quality co construction of the "Belt and Road" is a practical proposition that needs to be answered well in the new era and new journey. The academic forum for high-quality development of  "Belt and Road" provides a good communication platform for builders, managers and researchers of the "Belt and Road"  Initiative. As a co sponsor of the Forum, we are willing to work with you to promote the release of the preparatory plan for the "Belt and Road Research Association" and contribute wisdom and strength to support the high-quality development of the "Belt and Road".

Ge Quansheng, director of the Institute of Geographic Science and Resources of the Chinese Academy of Sciences, stressed that with the success of the "Belt and Road" construction, its future development is also facing a more complex international environment. Only by continuing to practice multilateralism, jointly managing risks, addressing challenges, and cooperating with other countries, can the high-quality joint construction of the "Belt and Road" be stable and far sighted.

Ou Xiaoli, the leading drafter of the "Belt and Road" construction strategic plan, the former director of the Social Department of the National Development and Reform Commission, and the secretary-general of the Belt and Road High Quality Development Academic Forum, reviewed the development process of the the Belt and Road High Quality Development Academic Forum, stressed the importance of the forum, and pointed out that "Belt and Road" is a great strategy, which requires the joint participation of wisdom and strength of all parties. He said that the establishment of the "Belt and Road Research Association" is a recognition of the efforts made in the past decade, emphasizing the contribution of the academic community in the "Belt and Road" construction, and calling for the wisdom of everyone to gather together, strengthen the construction of the "Belt and Road" academic community, and serve the high-quality development of the "Belt and Road".

The opening ceremony of the Forum was presided over by Liu Weidong, Secretary General of the Forum and Director of the Bureau of International Cooperation of the Chinese Academy of Sciences.

Bai Chunli, chairman of the forum, Liu Guanfeng, vice chairman of the Silk Road Planning and Research Center of the CPPCC National Committee, Ge Quansheng, director of the Institute of Geographic Sciences and Resources of the Chinese Academy of Sciences, Ou Xiaoli, former director of the Social Department of the National Development and Reform Commission, and Liu Weimin, secretary of the Party Committee and chairman of the China Civil Engineering Group, delivered speeches respectively.

In the keynote speech segment of the forum, the forum chairman Bai Chunli, former deputy minister of the Central United Department Yu Hongjun, and director of the Economic and Technological Research Institute of China Petroleum Group Lu Ruquan gave keynote speeches. In the academic report, Wang Wen, Executive Dean of Chongyang Research Institute of Renmin University of China, Huang Renwei, Executive Dean of the the Belt and Road and Global Governance Institute of Fudan University, Zhao Lei, Vice President of the International Strategy Institute of the Party School of the Central Committee of the Communist Party of China, and Lin Hongyu, Vice President of Huaqiao University made academic reports respectively.

Cui Yiting, the founder of the Silk Road Dialogue and the secretariat of the the Belt and Road High Quality Development Academic Forum, elaborated on the relevant work of the "Silk Road Dialogue International Meeting Hall", and introduced the Silk Road Dialogue International Meeting Hall on the mayor's international dialogue, international friendly scenic spot dialogue, industry international cultural forum, industrial enterprise brand internationalization, health and cultural tourism internationalization, silk road YI live broadcast The seven major sections and functions of normalized international cultural and artistic performance exchanges. The Silk Road Dialogue hopes to actively implement the "Belt and Road" initiative under the guidance of experts, scholars and forums. Let's talk about a new era, build a new future, forge ahead on a new journey, and work hard to build a community with a shared future for mankind!

In the afternoon of the meeting, the experts and scholars attending the meeting held a heated discussion on the construction of the new international public goods system with Chinese characteristics and the national research of the "Belt and Road", and offered suggestions for promoting the high-quality development of the "Belt and Road" and scientific and technological cooperation. Finally, the participants jointly discussed the establishment of the "Belt and Road Research Association".
