On the afternoon of December 12, local time, Xi Jinping, General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China, who had just arrived in Hanoi, held talks with General Secretary of the Central Committee of the Communist Party of Vietnam, Nguyen Phu Trong, at the residence of the Central Committee of the Communist Party of Vietnam. The two sides announced a new positioning for the relationship between China and Vietnam, and work together to build a strategic community of shared future between China and Vietnam on the basis of deepening the comprehensive strategic partnership between China and Vietnam.

The Presidential Palace Square is solemn and warm, with the Golden Star Red Flag and the Five Star Red Flag shining together, and hundreds of welcoming children smiling brightly and brightly.

General Secretary Nguyen Phu Trong held a grand welcome ceremony for General Secretary Xi Jinping.

When General Secretary Xi Jinping and his wife Peng Liyuan arrived by car, General Secretary Nguyen Phu Trong and his wife were warmly greeted at the bus, and Vietnamese children saluted and presented flowers to General Secretary Xi Jinping and his wife. The general secretaries of the two parties shook hands with the accompanying personnel of both parties respectively. General Secretary Xi Jinping and General Secretary Nguyen Phu Trong appeared on the inspection platform. The military band played the national anthems of China and Vietnam, and fired 21 salutes. General Secretary Xi Jinping, accompanied by General Secretary Nguyen Phu Trong, reviewed the honour guard and watched the division ceremony.

After the welcome ceremony, General Secretary Xi Jinping and General Secretary Nguyen Phu Trong took a bus to the residence of the Central Committee of the Communist Party of Vietnam. Local people from all walks of life waved the national flags of the two countries to welcome them, and there was a warm and friendly atmosphere along the way.

General Secretary Xi Jinping pointed out that he was very happy to come as scheduled and complete the third round of mutual visits with General Secretary Nguyen Phu Trong. As comrades and brothers, we are sincerely pleased with the development achievements of Vietnam's innovation and opening up in the past 40 years, especially since the 13th  Part of the Communist Party of Vietnam. China firmly supports Vietnam's continued promotion of socialist construction. It is believed that under the strong leadership of the Central Committee of the Communist Party of Vietnam headed by General Secretary Nguyen Phu Trong, the Vietnamese Party and the government will successfully complete the tasks proposed at the 13th National Congress of the Communist Party of Vietnam and lay a solid foundation for the realisation of the "Two Centenary" goal of Vietnam's construction.

General Secretary Xi Jinping emphasized that China and Vietnam support each other in their respective struggles for national independence and national liberation, and learn from each other in their reform, opening up, and reform endeavors. "The deep friendship between Vietnam and China, comrades and brothers," is the most vivid portrayal of China Vietnam relations. China has China has always viewed China Vietnam relations from a strategic and long-term perspective. Currently, changes in the world, times, and history are unfolding in unprecedented ways. As the top two ruling Communist parties in the world, both China and Vietnam adhere to and develop Marxism, firmly follow the socialist path, and lead their respective countries in socialist construction. They should grasp the special strategic significance of China Vietnam relations and solidly promote the construction of a community with a shared future between China and Vietnam from the perspective of strengthening the world's socialist forces and ensuring the stability and progress of their respective socialist construction undertakings. I believe that with the joint efforts of both sides, China Vietnam relations will enter a new stage of higher political mutual trust, more solid security cooperation, deeper mutually beneficial cooperation, stronger public opinion foundation, tighter multilateral coordination and cooperation, and better resolution of differences. The socialist construction cause of China and Vietnam will continue to achieve new achievements and make new contributions to regional and even global stability, development, and prosperity.

General Secretary Xi Jinping put forward several suggestions on building a community with a shared future between China and Vietnam.

Politically, we need to set the right direction. We must adhere to the guidance of high-level strategies, strengthen the exchange and mutual learning of experience in party and country governance, and jointly deepen our understanding of the laws of the Communist Party's governance, socialist construction, and human social development. We will firmly support each other on issues related to each other's core interests and major concerns, and jointly uphold international fairness and justice.

In terms of security, we need to deepen mutual trust. We must prioritize the maintenance of national political security, ensure that the color of the socialist red flag remains unchanged, and make every effort to prevent, resolve, and contain various political security risks. China firmly supports Vietnam in maintaining social stability and national unity, and believes that Vietnam will continue to support China in opposing external interference and firmly promoting national reunification.

In terms of practical cooperation, we need to improve and upgrade the quality. The overall modernization of over 1.4 billion Chinese people is a huge opportunity that China brings to the world. China is willing to share the opportunity and seek common development with Vietnamese comrades. We welcome Vietnam to actively dock with the eight actions of high-quality co construction of the "the Belt and Road" and expand cooperation in emerging areas such as digital economy and green development. Both sides should jointly implement the Regional Comprehensive Economic Partnership Agreement, maintain the global free trade system, and build a safe, stable, smooth, efficient, open, inclusive, and mutually beneficial global industrial and supply chain. China will continue to encourage capable Chinese enterprises to invest and develop in Vietnam, and hopes that Vietnam will provide a good business environment for Chinese enterprises.

On the basis of public opinion, we need to increase investment. China Vietnam cooperation should be more inclined towards agriculture, education, healthcare and other areas of people's livelihood, strengthen cooperation in youth, tourism, local areas and other areas, increase the understanding of the Chinese Vietnamese community of shared destiny and the traditional friendship between the two parties, enhance the relationship between the younger generation, and consolidate the public opinion foundation of China Vietnam friendship.

On international and regional issues, close cooperation is necessary. The remarkable development achievements of China and Vietnam are not only the result of their own efforts, but also due to an open and inclusive world, especially a peaceful and stable Asia Pacific environment. China does not engage in exclusive small circles, group politics, or camp confrontation. It is willing to strengthen multilateral cooperation with Vietnam, uphold true multilateralism, and enhance the voice and influence of developing countries in international affairs.

On maritime issues, we need to control differences. Both sides should actively explore and carry out more maritime cooperation projects, strive to promote joint maritime development, and transform the challenges brought by maritime issues into opportunities for deepening cooperation between the two sides.

On behalf of the Vietnamese Party, the country and people, General Secretary Nguyen Phu Trong warmly welcomed General Secretary Xi Jinping and President to Vietnam on the occasion of the 15th anniversary of the Vietnam-China Comprehensive Strategic Partnership, and once again expressed his heartfelt congratulations on the major theoretical and practical innovation achievements of the 20th National Congress of the Communist Party of China. General Secretary Nguyen Phu Trong said that under the strong leadership of General Secretary Xi Jinping and the guidance of Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, China has made all-round achievements, and its international status and influence are increasing day by day. Vietnam is sincerely happy for its brother China. Vietnam firmly believes that under the leadership of the Party Central Committee with General Secretary Xi Jinping at its core, China will achieve the goals established by the 20th National Congress of the Communist Party of China as scheduled and make new and significant contributions to the cause of human progress.

General Secretary Nguyen Phu Trong said that General Secretary Xi Jinping and the President of the People's Republic of China are the beloved leaders of the Chinese people, outstanding leaders in the world, and comrades and friends respected by the Vietnamese people. Whether it is inviting me to visit China at the first time after the 20th National Congress of the Communist Party of China or the third visit to Vietnam as promised, it fully reflects Xi Jinping. The General Secretary and the President have special friendly feelings for Vietnam and the high level of Vietnam-China relations. There is a deep friendship between Vietnam and China, and comrades and brothers. Not long ago, I personally went to the Friendship Pass to plant the "Friendship Tree", hoping to highlight the special brotherhood between Vietnam and China and release the positive signal of the special friendship between Vietnam and China. Thank China for taking Vietnam as a priority for peripheral diplomacy, firmly supporting Vietnam's innovation, opening up and industrialisation and modernisation, and providing valuable help in Vietnam in difficult times such as the COVID-19 pandemic. Issues related to Hong Kong, Xinjiang, and Tibet are all internal affairs of China. The Vietnamese side opposes any interference in China's internal affairs and hopes and believes that China will maintain stability, development, and prosperity. Vietnam adheres to an independent foreign policy and regards the development of relations with China as its top priority and strategic choice. The Vietnamese side is willing to work with the Chinese side to build a strategically significant community with a shared future between Vietnam and China. Guided by the "six changes", we will comprehensively strengthen cooperation in politics, economy and trade, security, and civil society, and create a model of mutual benefit and win-win cooperation. This is in line with the common interests of the two parties, governments, and people of Vietnam and China. The maritime differences are only a part of Vietnam China relations, and we believe that both sides can handle them properly in a spirit of mutual trust and respect. Vietnam and China share the same philosophy in defending multilateralism, international fairness and justice, promoting peace, cooperation, and development. President Xi Jinping's joint construction of the Belt and Road Initiative, the Global Development Initiative, the Global Security Initiative, the Global Civilisation Initiative and other important global initiatives are aimed at safeguarding the common interests of all mankind, which are fully in line with international law, and have received increasingly wide support and positive response from the international community. Vietnam firmly supports and is willing to actively participate. In the current complex international situation, Vietnam and China have close multilateral cooperation to jointly address various traditional and non-traditional security challenges, which is of great significance to both countries and the world. I believe that the visit of General Secretary Xi Jinping and President will certainly become a historical milestone in promoting Vietnam-China relations to the next level and contribute to the peace and development of the region and the world.

After the talks, the General Secretaries of the two parties jointly witnessed the display of bilateral cooperation documents signed by the two sides, covering more than 30 fields such as joint construction of the Belt and Road Initiative, inspection and quarantine, development cooperation, digital economy, green development, transportation, local cooperation, Defence and law enforcement security cooperation, and maritime cooperation.

General Secretary Nguyen Phu Trong invited General Secretary Xi Jinping to have a small-scale tea narra. The general secretaries of the two parties continued in-depth communication in a relaxed and friendly atmosphere.

Both General Secretaries believe that China and Vietnam, as a friendly and close neighbour, have the same ideals and ideas. As a good neighbour, good partner, good brother and good comrade, the strategic community of destiny between China and Vietnam has the unique advantages of time, place and harmony. The two sides should inherit the traditional friendship concluded by the older generation of leaders, work together to build a community with a shared future, take their own modernisation path, achieve mutual benefit and win-win results, the United States and the United States, benefit the two peoples, and make positive contributions to regional peace and prosperity.

The two sides agreed to issue the Joint Statement on Further Deepening and Improving the Comprehensive Strategic Partnership and Building a Strategic Community with a Shared Future between China and Vietnam.

That night, Mr. and Mrs. Nguyen Phu Trong, General Secretary of the Central Committee of the Communist Party of Vietnam, and Mrs. Vo Van Thuong, President of Vietnam, jointly held a grand welcome banquet for General Secretary Xi Jinping and his wife Peng Liyuan. Members of the Political Bureau of the Central Committee of the Communist Party of Vietnam, secretaries of the Secretariat and other senior leaders all attended.
