Chukin, who is over 60 years old, is currently the managing partner of Harfon Visor Investments for the Zanatas wind power project. The Zanatas wind power project will be completed and put into operation in 2021, becoming the largest wind farm in Central Asia, greatly alleviating the current shortage of electricity in southern Kazakhstan, and reviving the once-quiet industrial town of Zanatas.

In 2013, Chinese President Xi Jinping delivered a speech at Nazarbayev University in Kazakhstan, where he first proposed the initiative to jointly build the Silk Road Economic Belt, which was immediately received by Kazakhstan. Chukin said that China has brought equipment, investment, technology and experience to Kazakhstan, and it has also cultivated local talents in clean energy that were hardly available in Kazakhstan 10 years ago. The project follows the principle of mutual benefit and fair benefit sharing and is a model of win-win cooperation. The newly built wind power project will create jobs for Zanatas, increase tax revenue, bring clean energy to Kazakhstan, and promote urban development more effectively.

He introduced that the Zanatas wind power project is located in southern Kazakhstan. This region has previously relied on the northern thermal power plant for long-distance power transmission. The 2,000-kilometer power transmission means huge power transmission costs and power losses. At the same time, this area has landforms such as grasslands and canyons, and has abundant wind resources. The construction of power plants here reflects multiple environmental protection significance.

Chukin said that as a participant of the Zanatas wind power project, he deeply realized the characteristics of Kazakhstan-China green cooperation during the project construction. Compared with thermal power generation of the same capacity, the wind farm is expected to save about 110,000 tons of standard coal per year and reduce a lot of greenhouse gas and ash emissions. The green and low-carbon ecological civilization construction proposed by China is fully reflected in the project.

Chukin believes that China has continuously developed the field of environmental protection and green energy, and has become a leader in industries such as photovoltaics and wind power generation.
