Over the years, we have adhered to the principle of joint consultation, construction, and sharing, followed market principles and internationally accepted rules, implemented a number of connectivity and production capacity cooperation projects, and continuously deepened exchanges and cooperation in various fields. At present, the major changes in the world that have not happened in a century are accelerating, the trend of anti globalization is rising, the world economy is recovering weakly, global problems are intensifying, and the international environment facing the joint construction of the "the Belt and Road" is becoming increasingly complex. It is necessary to consider promoting the high-quality development of the "the Belt and Road" in the new development stage, and comprehensively improve the trade quality and economic and trade cooperation level between China and the "the Belt and Road" countries.

The first is to consolidate the interconnection and interoperability architecture of major infrastructure. Infrastructure is the cornerstone of connectivity, and the construction of soft and hard infrastructure can effectively compensate for development shortcomings and promote more countries to unleash economic development momentum. We should continuously improve the level of infrastructure construction for "six corridors, six roads, multiple countries, and multiple ports", and fully utilize important infrastructure to promote economic and trade cooperation between China and co construction countries; Fully utilize the China Europe Express, the Western Land Sea New Channel, and the Information Expressway to create new channels for economic and trade cooperation, and enhance the ability of infrastructure connectivity projects to drive long-term regional economic growth. At the same time, we will create a global logistics network system with internal and external connectivity, and build a mutually beneficial international cooperation system for industrial and supply chains.

The second is to focus on promoting green and low-carbon development. We adhere to the inherent requirement of green development and continuously explore ways to achieve sustainable economic growth under limited environmental and resource carrying capacity conditions. The next step is to continue to promote practical cooperation in green infrastructure, green energy, green transportation, green finance and other fields, promote the coordination of economic and social development and ecological environment protection, and share the fruits of green development. At the same time, we will further strengthen the consensus on global ecological and environmental governance, accelerate the construction of international systems to solve global environmental problems, accelerate the formation of new governance mechanisms, and jointly expand the path of green development.

The third is to promote the development of the digital economy as the starting point. The increasing integration of the digital economy and the real economy has become an important driving force for economic recovery, industrial transformation, and social progress. Currently, the world economy is facing a significant increase in unstable and uncertain factors. Strengthening the construction of the Digital Silk Road has a high consensus and a high degree of interest fit, which helps jointly build countries to solve development problems, enhance supply capacity, generate new demand, and enhance economic development momentum. We should seize the historical opportunity of the new round of technological revolution and industrial transformation, establish communication and cooperation mechanisms with co construction countries in digital economy development policies, strategic planning, standard systems, regulatory methods, and other aspects, share successful experiences, and jointly promote the development and growth of the digital economy. We need to strengthen the interconnectivity of digital infrastructure and open up the information "arteries" of economic and social development; Grasp the direction of digitization, networking, and intelligence, promote the digitization of industries such as manufacturing, service, and agriculture, utilize new internet technologies to comprehensively and comprehensively transform traditional industries, improve total factor productivity, and leverage the amplification, superposition, and multiplication effects of digital technology on economic development; Deepen cooperation in various fields of the digital silk road, and carry out extensive exchanges around key areas such as 5G, artificial intelligence, network security, Industrial Internet, and online poverty alleviation.

The fourth is to focus on strengthening rule construction. The competition in the international economic field is also a competition of rules and standards. We need to firmly uphold the multilateral trading system and play an active role in promoting economic growth, technological innovation, digital economy development, infrastructure investment, green and sustainable development, trade and investment liberalization and facilitation, and industrial policy coordination.
