The second plenary session of the 20th Central Committee of the Communist Party of China was held in Beijing from February 26 to 28, 2023.

The plenary session was attended by 203 members of the Central Committee and 170 alternate members of the Central Committee. The deputy secretary of the Central Commission for Discipline Inspection and the heads of relevant departments attended the meeting as nonvoting delegates.

The plenary session heard and discussed the work report of Xi Jinping entrusted by the Political Bureau of the CPC Central Committee, and reviewed and approved the list of recommended leaders of national institutions to be recommended to the first session of the 14th National People's Congress and the list of recommended leaders of the National People's Political Consultative Conference to be recommended to the first session of the 14th National People's Political Consultative Conference, which was proposed by the Political Bureau of the CPC Central Committee on the basis of extensive solicitation of opinions from both inside and outside the Party and repeated deliberation and consultation, It was decided to recommend the two proposed lists to the Presidium of the First Session of the 14th National People's Congress and the Presidium of the First Session of the 14th CPPCC. The Reform Plan of the Party and State Institutions proposed on the basis of extensive consultation was reviewed and adopted. The plenum agreed to submit part of the "Party and State Institutional Reform Plan" to the first session of the 14th National People's Congress for deliberation in accordance with legal procedures.

The plenum fully affirmed the work of the Political Bureau of the Central Committee since the first plenary session of the 20th CPC Central Committee. All comrades in the Party must strengthen confidence, maintain strategic awareness, carry forward the spirit of struggle, achieve the "three better overall planning", and strive to achieve the goals and tasks of this year. We should fully, accurately and comprehensively implement the new development concept, accelerate the construction of a new development pattern, and strive to promote high-quality development. We should conscientiously implement the decision and deployment of the Party Central Committee on epidemic prevention and control in the new stage, and implement the measures of "Class B and Class B management".
