Hello everyone! It is a great pleasure to attend the video conference of the World Economic Forum.
In two weeks, the Chinese Lunar New Year of the Tiger will arrive. In Chinese culture, the tiger is a symbol of bravery and strength. Chinese people often say that the tiger is alive and kicking. In the face of the severe challenges facing human beings, we must be more powerful and stronger, bravely overcome all obstacles on the way forward, do our best to remove the haze of the new crown pneumonia epidemic, and do our best to promote economic and social recovery and development, and let the sunshine of hope shine on mankind!
The world today is undergoing profound changes unseen in a century. This change is not limited to a momentary event, a country or a region, but a profound and grand change of the times. The changes of the times and the epidemic of the century are superimposed on each other, and the world has entered a new period of turbulence and change. How to beat the epidemic? How to build a post-pandemic world? This is a major issue of common concern to people all over the world, and it is also an urgent major issue that we must answer.
"If the power of the world does not flourish, it will decline, and if the governance of the world does not advance, it will retreat." The world always develops in the movement of contradictions, and without contradictions, there is no world. Throughout history, human beings have grown by overcoming trials and crises. We must move forward in the logic of historical progress and develop in the trend of the times.
No matter the wind or the rain, human beings always have to move forward. We must be good at thinking from the comparative analysis of long-term historical cycles, and at the same time, we must be good at seeing changes in things from subtle points, nurturing new opportunities in crises, opening new situations in changing situations, and condensing powerful forces to overcome difficulties and challenges.

First, work together to overcome the epidemic. In the face of this century-old epidemic, which affects the future and destiny of mankind, the international community has launched a tenacious fight against it. Facts once again show that in the turbulent waves of the global crisis, countries are not riding on more than 190 small boats, but on a big boat with a shared destiny. Small boats can't stand the wind and waves, only the giant ships can withstand the stormy waves. Thanks to the concerted efforts of the international community, important progress has been made in the global fight against the epidemic. However, the repeated delays of the epidemic, the increase of virus mutation, and the accelerated spread of the virus have brought serious threats to people's safety and health, and profoundly affected the development of the world economy.

Strengthening confidence and helping each other is the only correct way to defeat the epidemic. Any mutual restraint, any unprovoked "throwing the pot" will delay the fighter opportunities and interfere with the overall situation. Countries around the world should strengthen international anti-epidemic cooperation, actively carry out drug research and development cooperation, build multiple anti-epidemic defense lines, and accelerate the building of a community of human health. In particular, we must make good use of vaccines as a powerful weapon to ensure fair distribution of vaccines, accelerate the speed of vaccination, bridge the international "immunization gap", and protect life and health and people's lives.
China is committed to its word and its deeds, and has provided more than 2 billion doses of vaccines to more than 120 countries and international organizations. China will provide another 1 billion doses of vaccines to African countries, of which 600 million doses will be free aid, and will also provide 150 million doses of vaccines to ASEAN countries free of charge.
Second, resolve various risks and promote the stable recovery of the world economy. The world economy is coming out of the trough, but it also faces many constraints. The intertwined risks of global industrial chain and supply chain disorder, continuous rise in commodity prices, and tight energy supply have exacerbated the uncertainty of the economic recovery process. Significant changes have taken place in the global low inflation environment, and compound inflation risks are emerging. If the monetary policy of major economies "brakes abruptly" or "turns sharply", there will be serious negative spillover effects, which will bring challenges to the world economy and financial stability, and developing countries will bear the brunt. We must explore new drivers of economic growth, new models of social life, and new paths for personnel exchanges under the conditions of normalized epidemic prevention and control, promote cross-border trade facilitation, ensure the safety and smoothness of industrial and supply chains, and promote the steady and solid progress of the world economic recovery. 
Economic globalization is the trend of the times. When the big river rushes towards the sea, it will always encounter countercurrents, but no countercurrent can stop the big river from going east. Power helps it move forward, resistance makes it strong. Although there have been many countercurrents and rapids, the direction of economic globalization has never changed and will not change. All countries in the world must adhere to genuine multilateralism, insist on dismantling walls without building walls, opening up without isolation, integration without decoupling, and promoting the building of an open world economy. It is necessary to lead the reform of the global governance system with the concept of fairness and justice, maintain the multilateral trading system with the World Trade Organization as the core, and create generally accepted and effective rules for artificial intelligence and the digital economy on the basis of full consultation. Technological innovation creates an open, fair, and non-discriminatory environment, promotes economic globalization toward a more open, inclusive, inclusive, balanced, and win-win direction, and fully unleashes the vitality of the world economy.
Now, everyone has a consensus that to push the world economy out of the crisis and achieve recovery, we must strengthen macro policy coordination. Major economies should establish a sense of community, strengthen system concepts, enhance transparency and sharing of policy information, and coordinate fiscal and monetary policy goals, strengths, and rhythms to prevent the world economy from bottoming out again. Major developed countries should adopt responsible economic policies, control policy spillover effects, and avoid serious impacts on developing countries. International economic and financial institutions should play a constructive role, build international consensus, strengthen policy coordination, and prevent systemic risks.
Third, bridge the development gap and revive the cause of global development. The global development process is being severely impacted, and problems such as the gap between the North and the South, the differentiation of recovery, the development gap, and the technological gap have become more prominent. The Human Development Index has dropped for the first time in 30 years. There are more than 100 million new impoverished people in the world, and nearly 800 million people are living in hunger. Food security, education, employment, medicine and health and other areas of people's livelihood are facing more difficulties. Some developing countries have returned to poverty and chaos due to the epidemic, and many people in developed countries have fallen into difficult living conditions.
No matter what difficulties we encounter, we must adhere to the people-centered development philosophy, put the promotion of development and the protection of people's livelihood in a prominent position in global macro policies, implement the United Nations 2030 Agenda for Sustainable Development, and promote the synergy of existing development cooperation mechanisms. to promote balanced global development. We must adhere to the principle of common but differentiated responsibilities, advance international cooperation on climate change within the development framework, and implement the outcomes of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change. Developed economies should take the lead in fulfilling their emission reduction responsibilities, implement their commitments on financial and technical support, and create necessary conditions for developing countries to tackle climate change and achieve sustainable development.
Last year, I launched a global development initiative at the United Nations General Assembly, calling on the international community to pay attention to the pressing issues facing developing countries. This initiative is a public product open to the world, aiming to align with the United Nations' 2030 Agenda for Sustainable Development and promote common global development. China is willing to work with all parties to jointly promote the implementation of the initiative and strive to not leave any country behind.
Fourth, abandon the Cold War mentality and achieve peaceful coexistence, mutual benefit and win-win results. Today's world is not peaceful, and there are endless remarks inciting hatred and prejudice. The resulting containment, suppression and even confrontation are harmful to world peace and security and have nothing to do with it. History has repeatedly proven that confrontation is not only ineffective, but has disastrous consequences. By engaging in protectionism and unilateralism, no one can protect anyone, and in the end, it will only harm others. To engage in hegemony and bullying is to move against the trend of history. It is inevitable that there will be contradictions and differences between countries, but it is useless to play a zero-sum game where you lose and I win. Any behavior that insists on building a "small courtyard with high walls" and a "parallel system", any behavior that is keen to create exclusive "small circles", "small groups", and splitting the world, any generalization of the concept of national security, and any impact on other countries' economic and technological development Any act of containment, any act of inciting ideological confrontation, politicizing and weaponizing economic and technological issues, will seriously weaken the efforts of the international community to meet common challenges. Peaceful development and win-win cooperation are the right path in the world. Different countries and civilizations should develop together while respecting each other, and seek common ground while reserving differences for win-win cooperation.
We must conform to the general trend of history, devote ourselves to stabilizing the international order, carry forward the common values of all mankind, and promote the building of a community with a shared future for mankind. We must adhere to dialogue rather than confrontation, inclusiveness rather than exclusion, and oppose all forms of unilateralism, protectionism, and all forms of hegemonism and power politics.

Last year marked the centenary of the founding of the Communist Party of China. The Communist Party of China has united and led the Chinese people to work hard for a long time, and achieved world-renowned achievements in national development and improvement of people's lives. It has achieved the goal of building a moderately prosperous society in an all-round way as scheduled, won the battle against poverty as scheduled, and solved the problem of absolute poverty historically. Now we have embarked on a new journey of building a modern socialist country in an all-round way.
——China will unswervingly promote high-quality development. The overall development momentum of China's economy is good. Last year, China's GDP grew by about 8%, achieving the dual goals of higher growth and lower inflation. Despite the enormous pressure brought about by changes in the domestic and foreign economic environment, the fundamentals of China's economy with strong resilience, ample potential and long-term improvement have not changed. We are full of confidence in the future of China's economic development.
"The rich people in the country care about enriching the people." China's economy has grown by leaps and bounds, and people's living standards have been greatly improved, but we are well aware that long-term and arduous efforts will be required to satisfy the people's yearning for a better life. China has clearly proposed to promote the all-round development of human beings and achieve more obvious and substantive progress in the common prosperity of all people, and will make efforts in all aspects to this end. China wants to achieve common prosperity, but not for egalitarianism, but first to make the "cake" bigger, and then to divide the "cake" through reasonable institutional arrangements. .

——China will unswervingly push forward reform and opening up. China's reform and opening up is always on the way. No matter what changes in the international situation, China will hold high the banner of reform and opening up. China will continue to make the market play a decisive role in resource allocation, better play the role of the government, unswervingly consolidate and develop the public economy, and unswervingly encourage, support and guide the development of the non-public economy. China will build a unified, open, competitive and orderly market system to ensure that all enterprises have equal status before the law and equal opportunities before the market. China welcomes all kinds of capital to operate legally in China and play an active role in China's development. China will continue to expand high-level opening to the outside world, steadily expand institutional openings such as rules, management, and standards, implement national treatment for foreign-funded enterprises, and promote the high-quality development of the Belt and Road Initiative. The Regional Comprehensive Economic Partnership Agreement came into effect on January 1 this year. China will faithfully fulfill its obligations and deepen economic and trade ties with all parties to the agreement. China will also continue to advance the process of joining the Comprehensive and Progressive Trans-Pacific Partnership Agreement and the Digital Economy Partnership Agreement, further integrating into the regional and world economy, and striving to achieve mutual benefit and win-win results.

——China will unswervingly promote the construction of ecological civilization. I often say that economic development cannot be done to exhaust resources and the ecological environment, and ecological protection is not to give up economic development in order to seek fish for nothing. China adheres to the concept that lucid waters and lush mountains are invaluable assets, promotes the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, spares no effort to promote the construction of ecological civilization, goes all out to strengthen pollution prevention and control, and goes all out to improve the production and living environment of the people. China is building the world's largest national park system. China successfully hosted the 15th Conference of the Parties to the United Nations Convention on Biological Diversity last year, contributing to the promotion of a clean and beautiful world.
Achieving peak carbon neutrality is an inherent requirement for China's high-quality development, and it is also China's solemn commitment to the international community. China will keep its promises and move forward firmly. It has released the Action Plan for Carbon Peaking by 2030, and will successively release specific implementation plans in the fields of energy, industry, and construction. China has built the world's largest carbon market and clean power generation system. The installed capacity of renewable energy exceeds 1 billion kilowatts, and the construction of a large-scale wind power photovoltaic base of 100 million kilowatts has started in an orderly manner. Achieving peak carbon neutrality cannot be accomplished in one fell swoop. China will make a breakthrough and make steady progress, gradually reduce traditional energy sources in an orderly manner in the process of promoting reliable replacement of new energy sources, and ensure stable economic and social development. China will actively carry out international cooperation in addressing climate change and jointly promote a comprehensive green transformation of economic and social development.
