China ASEAN officially announced the establishment of a comprehensive strategic partnership between China and ASEAN.
President Xi Jinping delivered an important speech entitled "Destiny and Building a Home Together".
President Xi Jinping pointed out that since the establishment of dialogue relations between China and ASEAN 30 years ago, it has gone through an extraordinary course. These 30 years have witnessed the in-depth development of economic globalization and the profound evolution of the international landscape. It has been the 30 years for China and ASEAN to seize the opportunities of the times and realize the leap-forward development of their relations. We are free from the gloom of the Cold War and jointly maintain regional stability. We lead the economic integration of East Asia, promote common development and prosperity, and enable more than 2 billion people to lead a better life. We have embarked on a bright path of good-neighborly friendship and win-win cooperation, moving towards an increasingly close community with a shared future, and made important contributions to the advancement of mankind.
President Xi Jinping emphasized that today, we formally announced the establishment of a China-ASEAN comprehensive strategic partnership. This is a new milestone in the history of bilateral relations and will inject new impetus into regional and world peace, stability, prosperity and development.
President Xi Jinping pointed out that the achievements of China-ASEAN cooperation in the past 30 years have benefited from the geographical proximity and cultural interlinkage of the two sides. It is also inseparable from us actively following the development trend of the times and making correct historical choices.
The first is mutual respect and adherence to the basic norms of international relations. Equality and harmony are our common aspirations. We took the lead in advocating the Five Principles of Peaceful Coexistence and the "Bandung Spirit". China was the first to join the "Treaty of Amity and Cooperation in Southeast Asia" among ASEAN dialogue partners. We take care of each other's major concerns, respect each other's development paths, increase understanding and trust through sincere communication, seek common ground while reserving differences, and resolve differences and problems together, and jointly maintain and promote Asian values.
The second is win-win cooperation and follow the path of peaceful development. To achieve national stability and people’s happiness is our common goal. We firmly maintain regional peace and stability, always focus on the theme of development, take the lead in establishing free trade zones, high-quality joint construction of the "Belt and Road", and jointly promote the signing of the Regional Comprehensive Economic Partnership Agreement, which has promoted regional integration and development and the well-being of the people.
The third is to keep watch and help each other and practice the concept of mutual sincerity, mutual benefit and tolerance. Mutual assistance is our common tradition. We come and go as often as relatives, emphasizing love and justice, celebrating together when we encounter happy events, and helping each other when we encounter difficulties. By jointly responding to challenges such as the Asian financial crisis, the international financial crisis, and the new crown pneumonia epidemic, the awareness of a community of shared future has been strengthened.
The fourth is tolerance and mutual learning, and jointly build open regionalism. Diversity and tolerance are our common genes. We draw wisdom from East Asian civilization, lead regional economic integration with the concept of openness, promote ASEAN-led regional cooperation through equal consultation, build an open rather than exclusive circle of friends with an inclusive mindset, and implement the principle of extensive consultation, joint contribution and shared benefits.
President Xi Jinping pointed out that 30 years of valuable experience is the common wealth of China and ASEAN, which has laid the foundation and provided the basis for the development of a comprehensive strategic partnership between the two sides. We must cherish it, persevere for a long time, and continuously enrich and develop in new practice.
President Xi Jinping pointed out, "You know horsepower from a distance, and you will see people's hearts over time." China was, is, and will always be a good neighbor, good friend, and good partner of ASEAN. China will unswervingly take ASEAN as the priority direction of neighboring diplomacy, unswervingly support ASEAN unity and the construction of ASEAN community, unswervingly support the central position of ASEAN in the regional framework, and unswervingly support ASEAN to play a greater role in regional and international affairs.
President Xi Jinping pointed out that not long ago, the Communist Party of China convened the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China, which comprehensively summarized the major achievements and historical experience of the Communist Party of China in the past century. The Chinese people are full of confidence on the new journey of building a modern socialist country in an all-round way. China's development will provide more opportunities and inject strong impetus to the region and the world. China is willing to work with ASEAN to grasp the general trend, eliminate interference, share opportunities, and create prosperity together, implement the comprehensive strategic partnership, and take new steps toward building a closer China-ASEAN community of shared future.
President Xi Jinping put forward five suggestions on the future China-ASEAN relations.
First, we can build a peaceful home together. Without peace, nothing would be possible. Maintaining peace is our greatest common interest and the most cherished aspiration of people of all countries. We need to serve as the builders and guardians of peace in the region. We need to pursue dialogue instead of confrontation, build partnerships instead of alliances, and make concerted efforts to address the various negative factors that might threaten or undermine peace. We need to practice true multilateralism and stick to the principle that international and regional affairs be handled through discussion among us all. China firmly opposes hegemonism and power politics. China pursues long-term, friendly coexistence with neighboring countries, and is part of the common efforts for durable peace in the region. China will never seek hegemony, still less bully smaller countries. China supports ASEAN’s efforts to build a nuclear weapon-free zone, and is prepared to sign the Protocol to the Treaty on the Southeast Asia Nuclear Weapon-Free Zone as early as possible.
Second, we can build a safe and secure home together. The COVID-19 pandemic has once again proved that no place on Earth is an insulated island enjoying absolute security, and only universal security brings genuine security. China is ready to work with ASEAN countries to jointly build a “health shield” for the region. Under this initiative, China is ready to donate an additional 150 million doses of COVID vaccines to ASEAN countries to support higher vaccination rates in countries in the region. China will contribute an additional US$5 million to the COVID-19 ASEAN Response Fund, step up vaccine joint production and technology transfer, and collaborate on research and development of essential medicines, so as to help ASEAN increase self-reliance. China will support ASEAN in strengthening primary-level public health systems and cultivating human capital for ASEAN to build stronger capacity in response to major public health emergencies. Apart from COVID, our region faces various types of traditional and non-traditional security challenges. In addressing these challenges, it is important to pursue common, comprehensive, cooperative and sustainable security, and deepen cooperation in areas such as defense, counter-terrorism, joint maritime search, rescue and exercise, countering transnational crime, and disaster management. Joint efforts are needed to safeguard stability in the South China Sea and make it a sea of peace, friendship and cooperation.
Third, we can build a prosperous home together. I recently put forth the Global Development Initiative to call for collective efforts of the international community to meet challenges, drive global economic recovery and accelerate implementation of the UN’s 2030 Agenda for Sustainable Development. This initiative has much to contribute to ASEAN countries’ efforts to meet their development needs, and can be mutually reinforcing with ASEAN Community Vision 2025. China is ready to provide ASEAN with another US$1.5 billion of development assistance in the next three years to support ASEAN countries’ fight against COVID-19 and economic recovery. China is ready to engage in international development cooperation with ASEAN and launch negotiations on an agreement in this area. We support establishment of a China-ASEAN Knowledge Network for Development. China is also ready to strengthen exchange and cooperation with ASEAN on poverty reduction to promote balanced and inclusive development. Start the construction of version 3.0 of the China-ASEAN Free Trade Area as soon as possible, enhance the level of trade and investment liberalization and facilitation, expand cooperation in new areas such as digital economy and green economy, and jointly build a demonstration zone for economic and trade innovation and development. China is willing to import more high-quality products from ASEAN countries, including striving to import 150 billion U.S. dollars of agricultural products from ASEAN in the next five years. It is necessary to jointly build the “Belt and Road” with high quality and further build the “Belt and Road” international production capacity cooperation high-quality development demonstration zone. ASEAN countries are welcome to participate in the joint construction of new international land-sea trade channels. China will launch a scientific and technological innovation promotion plan to provide ASEAN with 1,000 advanced and applicable technologies, and support 300 young ASEAN scientists to come to China for exchanges in the next five years. It is advisable to carry out a dialogue on digital governance and deepen the innovative application of digital technology.
Fourth, we can build a beautiful home together. Harmony with Nature is the basis for humanity’s sustained development. China is ready to open a dialogue with ASEAN on climate response, increase policy communication and experience sharing, and synergize our plans for sustainable development. We may jointly promote a regional energy transition, discuss establishment of a China-ASEAN clean energy cooperation center, and enhance technology sharing in renewable energies. We may intensify cooperation on green finance and investment to support regional low-carbon and sustainable development. China is ready to launch the Action Plan on China-ASEAN Green Agriculture to make our countries’ agricultural sector more resilient and sustainable. We may also energize the China-ASEAN Countries Joint Research and Development Center of Marine Science and Technology, build the Partnership on Blue Economy, and promote marine sustainable development.
Fifth, we can build an amicable home together. We need to advocate peace, development, equity, justice, democracy and freedom, which are common values of humanity, deepen exchanges and mutual learning between civilizations, and fully capitalize on our region’s unique strength of cultural diversity. We need to actively consider orderly resumption of flow of people post the COVID-19 pandemic and continue to promote exchanges in areas such as culture, tourism, think tanks, media and women to build better understanding, bring hearts closer together and form one big family between our peoples. The young people represent the future of China and ASEAN. China will enhance cooperation with ASEAN in vocational education and mutual recognition of diplomas, increase the number of recipients of China-ASEAN Young Leaders Scholarship, and organize events like youth camps. Next year, China will host the Beijing Winter Olympics and the Hangzhou Asian Games, which offer good opportunities for deepening sports exchanges and cooperation between China and ASEAN countries.
President Xi Jinping finally emphasized, as an ancient Chinese statesman observed, “Designs for justice prevail, and acts for people’s benefit succeed.” Let us keep close to our hearts people’s aspiration for a better life, and put on our shoulders the mission of our times to safeguard peace and promote development. Let us work hand in hand to build on what has been achieved and work toward a closer China-ASEAN community with a shared future, and make our region and the world even more prosperous and beautiful.
The Sultan Hassanal of Brunei, the rotating chairman of ASEAN, co-chaired the summit. Prime Minister Hun Sen of Cambodia, President Joko of Indonesia, President Thong Lun of Laos, Prime Minister Ismail of Malaysia, President Duterte of the Philippines, Prime Minister Lee Hsien Loong of Singapore, Prime Minister Prayut of Thailand, Prime Minister Fan Myung Ching of Vietnam attended the meeting. ASEAN Secretary-General Lin Yuhui attended the meeting.
The leaders of ASEAN countries thank China for hosting the 30th anniversary summit of the ASEAN-China dialogue relationship and congratulate the Chinese Communist Party on its centennial birthday and its extraordinary achievements in building a well-off society in all respects. They said that in the 30 years since the establishment of the dialogue relationship between ASEAN and China, the two sides have developed into the most comprehensive, substantive, and mutually beneficial strategic partners, which have effectively promoted the construction of the ASEAN community and brought tangible benefits to the people of both sides. ASEAN appreciates and thanks China for taking the lead in providing strong support to ASEAN in fighting the new crown pneumonia epidemic and promoting economic recovery after the epidemic. ASEAN welcomes China’s global development initiative, and is willing to work with China to speed up the integration of the “Belt and Road” initiative and the “ASEAN Connectivity Master Plan 2025” to further release the potential for cooperation, deepen practical cooperation in various fields, and strengthen cultural exchanges. ASEAN countries are willing to work with China to uphold multilateralism, the multilateral trading system and the recognized principles of international law, join hands to promote regional economic integration, jointly address global challenges such as climate change, and achieve green and sustainable development. The leaders of ASEAN countries stated that the formal establishment of a comprehensive strategic partnership between ASEAN and China is an important historical milestone in the relationship between the two sides. ASEAN is willing to work with China to strengthen all-round cooperation and welcome the 30 years of better relations between ASEAN and China. Make greater contributions to regional peace, stability and prosperity. I wish the Beijing Winter Olympics a complete success.
