Cai Qi delivered a speech on behalf of the Central Committee of the Communist Party of China titled "Writing a magnificent chapter of youth on the new journey of building a strong country and national rejuvenation". Cai Qi expressed warm congratulations to the convening of the conference and sincere greetings to the youth of all ethnic groups, all members of the Communist Youth League, the vast number of league cadres, and young workers throughout the country.

Cai Qi said in his speech that under the strong leadership of the CPC Central Committee, since the 18th National Congress of the Communist Youth League, the Communist Youth League has adhered to the guidance of Xi Jinping's thought of Socialism with Chinese characteristics for a new era, conscientiously implemented General Secretary Xi Jinping's important thought on youth work, and strictly managed the League in an all-round way. The political, progressiveness, and mass character of the League have been growing, and its leadership, organizational, and service capabilities have been growing. The vast number of Youth League members and young people have listened to the call of the Party and the people, playing the strong voice of the era of "clear love, only for China" with the passion of youth, and practicing the solemn oath of "please rest assured of the Party, and have me for a strong country" with the actions of youth.

Cai Qi stated that Chinese youth and the Chinese youth movement have always demonstrated the mission of youth in fulfilling the mission of the times, and achieved their own progress in promoting the progress of the times. Xu Liuping, secretary of the Party Leadership Group and the first secretary of the Secretariat of the All-China Federation of Trade Unions, delivered a congratulatory speech on behalf of the All-China Federation of Trade Unions, the All-China Women's Federation, the Chinese literature and Art Circles Federation, the Chinese Writers Association, the China Association for Science and Technology, the All-China Federation of Returned Overseas Chinese, the All China Friendship Association of Taiwan Compatriots, and the China Disabled Persons'Federation.
