President Xi Jinping pointed out that China and the EU share broad common interests, with cooperation surpassing competition and consensus surpassing differences. At present, the international situation is complex and ever-changing. China and Europe should adhere to mutual respect, enhance political mutual trust, strengthen dialogue and cooperation, jointly maintain world peace and stability, promote common development and prosperity, and work together to address global challenges. This year marks the 20th anniversary of the establishment of a comprehensive strategic partnership between China and the European Union. China is willing to work with Europe to grasp the overall direction and main tone of the development of China Europe relations, comprehensively restart exchanges at all levels, activate mutually beneficial cooperation in various fields, and inject new impetus into the development of China Europe relations and world peace, stability, and prosperity.

President Xi Jinping emphasized the need to enhance the stability of China's European relations. China's European relations are not targeted, dependent, or subject to third parties. China has always viewed China Europe relations from a strategic and long-term perspective, maintaining stability and continuity in its policies towards Europe. I hope that Europe can form a more independent and objective understanding of China and pursue a pragmatic and proactive policy towards China. Both sides should respect each other's core interests and major concerns, and gather and resolve differences through dialogue and consultation. We should respect each other's development paths. Chinese path to modernization and European integration are strategic choices made by both sides with a view to the future. Both sides should be credible and reliable partners on each other's development path. The Chinese people are proud of the correct development path they have found that aligns with their own national conditions. Both sides should seek common ground while reserving differences, tolerate, appreciate, learn from, and promote each other. Rendering the so-called "democratic confrontation with authoritarianism" and provoking the "new cold war" will only bring division and confrontation to the world. We need to maintain an open and mutual trust cooperation environment. China and Europe should maintain two-way openness, provide a fair and non discriminatory business environment for each other's enterprises, and avoid politicizing and securitizing economic and trade issues. The two sides should build a stable and mutual trust supply chain, link the "the Belt and Road" initiative with the EU's "Global Gateway" strategy, and help both sides achieve long-term and stable economic growth.

President Xi Jinping emphasized that China has always adhered to true multilateralism and the global governance concept of joint consultation, construction, and sharing. It is willing to strengthen coordination and cooperation with Europe in multilateral affairs, jointly uphold the international system with the United Nations as the core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter. China and Europe should jointly safeguard world stability and prosperity, oppose hegemonism and unilateralism, and oppose "decoupling". The two sides should strengthen the communication and coordination of macroeconomic and financial policies, deepen the green partnership, and strengthen dialogue and cooperation in green finance, environmental technology, clean energy and other fields. The two sides should help developing countries develop together, promote multilateral institutions and financial capital to participate more in the G20 debt relief initiative, and explore tripartite and multi-party cooperation in Africa and other places.

President von der Leyen said that Europe respects Chinese history and culture. It is crucial for peace and stability in Europe to engage in frank and constructive dialogue between Europe and China, and to maintain the sustained development of European China relations. Europe and China are important trading partners of each other, with highly interconnected economies. Decoupling from China is not in line with European interests and is not a strategic choice for the EU. The EU independently decides its policy towards China. Europe is willing to restart the high-level dialogue on European China economic and trade with China, promote stable and balanced development of European China economic and trade relations, and achieve mutual benefit and win-win results. Europe congratulates China on successfully hosting the 15th Conference of the Parties to the Convention on Biological Diversity, appreciates China's efforts to reduce carbon emissions, and hopes to strengthen communication and coordination with China, cooperate to address global challenges, and play its due role in promoting world peace, stability, and development.

President Macron stated that the current world is full of uncertainty and requires both Europe and China to strengthen dialogue and exchange with mutual respect and honesty and humility. Both sides should work together to avoid falling into the trap of "decoupling and chain breaking", engage in equal and mutually beneficial cooperation, jointly address urgent global challenges such as climate change, and continuously deepen the comprehensive strategic partnership between Europe and China.
