On April 13, 2018, General Secretary Xi Jinping delivered an important speech at the conference celebrating the 30th anniversary of Hainan's establishment of the Provincial Special Economic Zone, emphaising that China will support the construction of a pilot free trade zone on the whole island of Hainan, and support Hainan to gradually explore and steadily promote the construction of a free trade port with Chinese characteristics. During his visit to Hainan from April 10 to 13, 2022, General Secretary Xi Jinping pointed out that the construction of a free trade port with Chinese characteristics with world influence will be accelerated, and Hainan Free Trade Port will be turned into a beautiful business card showing Chinese style. On June 1, 2020, the "Overall Plan for the Construction of Hainan Free Trade Port" was officially released to the world!

 

 

On the second anniversary of the promulgation of the General Plan for the Construction of Hainan Free Trade Port, the construction of Hainan Free Trade Port has also entered a new stage and is accelerating to become an important node for China's deep integration into the international economy. The construction of Hainan Free Trade Port focusses on the liberalisation and facilitation of trade and investment, supported by the free, orderly, safe and convenient cross-border movement of various factors of production and modern industrial systems, and guaranteed by special tax system arrangements, efficient social governance systems and a complete rule of law system, it continues to optimise the rule of law, internationalisation and convenience. A standardised business environment and a fair, unified and efficient market environment. Recently, Cui Yiting, Founder of Silk Road Dialogue and president of the New Silk Road Enterprise Development Promotion Association, was invited to participate in the "Hainan Free Trade Port Investment Promotion Exchange Meeting" organised by the Hainan Provincial Committee of the China Council for the Promotion of International Trade in Beijing "Good Park". From the free trade zone to the free trade port, the continuous reform and opening up has brought strong impetus to Hainan's economic development. The achievements of the free trade port are remarkable: In 2021, Hainan's GDP will grow by 11.2% year on year, ranking second in the country, with an average growth rate of 7.3% in two years, ranking first in the country. Investment in fixed assets increased by 10.2% year on year; The total retail sales of consumer goods increased by 26.5% year on year; The added value of industries above designated size increased by 10.3% year on year; The actually utilized foreign capital has doubled for three consecutive years, with a year-on-year growth of 16.2%; The total import and export volume of goods trade broke 100 billion for the first time, with a year-on-year growth of 57.7%; The total import and export volume of service trade increased by 55.5% year on year; The growth rate of investment in research and experimental development is the first in China.

Guarantee system: tax system, social governance, rule of law system, risk prevention and control system. Special internationally competitive tax system: zero tariff, low tax rate, short tax system.

A number of new measures for the free facilitation of trade and investment have been implemented one after another, and the international trade business environment has been continuously optimised, making Hainan Free Trade Port a hot spot to attract investment at home and abroad. The Silk Road Dialogue Committee and the New Silk Road Enterprise Development Promotion Association will further strengthen the linkage with the Hainan Provincial Committee of the China Council for the Promotion of International Trade, give full play to their respective advantages to promote more Chinese and foreign enterprises to visit Hainan, and more high-quality projects will land in Hainan, contributing to the construction and development of Hainan Free Trade Port.
