A Successful Dialogue Between Chang'an and Rome

In March 2019, President Xi Jinping and President Mattarella of Italy jointly signed and exchanged a memorandum of understanding to jointly promote the construction of the"Belt and Road" in Rome. Italy became the first G7 country to sign a memorandum of understanding on cooperation with China in the "Belt and Road" initiative. In order to further promote the spirit of the memorandum, the second "Dialogue between Chang'an Rome" with the theme of "Sharing a new era，Building a new future" was held in Xi'an on November 17, 2019. "Silk Road Dialogue" has gathered more than a thousand political and business elites at home and abroad to Xi'an, helping Changan and Rome, the two famous historical and cultural cities to cooperate with each other and carry out the "Belt and Road" initiative.

The Silk Road Dialogue was hosted by the Silk Road Dialogue Committee, Shaanxi Federation of Industry and Commerce, Shaanxi Provincial Committee of Jiu San Society, Xi'an development and Reform Commission, Shaanxi New Silk Road Enterprise Development Promotion Association, organized by Beijing Huajian International Cultural Industry Development Co., Ltd. and Xi'an Oushang Enterprise Management Consulting Co., Ltd., Xi'an Lugang Continental Bridge International Logistics Co., Ltd. and Le Hua Hengye Group and Shaanxi xingzhengwei Holding Group Co., Ltd.



The dialogue has been carried out comprehensively and effectively in response to the conflict between global cultures, global governance order, international urban cooperation and development, cultural exchange, humanity communication, enterprise innovation and development, and the construction of international cooperation platform and mechanism for enterprises. It has been highly praised by the participants, and is a feast for politicians, business circles, business associations, experts and scholars, news media and all sectors of society.

During the visit of Chinese President Xi Jinping to the three countries of Europe, China and Italy signed a memorandum of understanding to jointly promote the construction of "Belt and Road". Italy became the first member of the G7 group to sign the memorandum of understanding on the "Belt and Road" memorandum. I want to praise Italy for this. Why? Italy is a good example. Italy has become the first G7 country to join in the construction of the "Belt and Road" participating country. This is a landmark and can play an exemplary role. China and Italy, one is at the eastern end of Eurasia, one at the western end, and the two are the starting and destination point of the ancient Silk Road in history. Xi'an, China, my hometown, President Xi said once he proposed to build a "Belt and Road" initiative. A private enterprise organization called Shaanxi Silk Road Enterprise Development Promotion Association, and they launched a forum. I proposed to them the name of the altar, the Dialogue between Changan and Rome. Because Chang'an is the starting point of the ancient Silk Road, and Rome is the ending point, and the dialogue between the two cities is also that between two countries and even two civilizations. This initiative reflects the common interests of most countries and the aspirations of most countries to promote peace and development because of its external characteristics of equality and inclusiveness and the internal  real characteristics nowadays gaining the international community's broad response and active support. The joint signing for the "Belt and Road" memorandum of understanding of Italy and China added new strength to the development of the "Belt and Road" construction.

I'm here today representing my city, Rome. The dialogue between Rome and Xi'an extended to the exchange between China and Italy. The connection between the two cities began from the exchange between the Roman Empire and the ancient capital Chang'an thousands of years ago. Today, it still symbolizes the cultural ties between us. From Marco Polo's unforgettable journey to the East, we can see spots in the motto of the missionary Matteo Ricci, getting along with the Chinese in the Chinese way. Because of this, today, at the opening of this grand event, our "dialogue" will focus on the economic, commercial and social aspects. I think what we need to remember is not only the story connecting the two ancient capitals, but also the commitment we made to this end. At this moment and in the future, we need to carry out economic, trade and cultural exchanges between the youth and people.

The relationship between countries lies in the mutual exchanges of peoples’ hearts, which lies in the mutual linkage of peoples’ heart. In order to further strengthen the communication and contact of the starting point and the end of the Silk Road,Xi’an and Rome, implement the consensus reached by the states heads of the two countries, so that the spirit of the visits between the two states heads will take root in the hometown of General Secretary Xi Jinping and the beginning of the ancient Silk Road in Shaanxi. The Second Dialogue between Changan and Rome has opened up today, promoting the internationalization of Shaanxi enterprises, strengthening the trade, cultural, scientific and educational exchanges and cooperation between China and Italy. We believe that carrying out this activity will actively promote the cooperation and of China and Italy, exchange and connectivity, promote the renewal of the leading edge of two ancient civilizations in the world, and further accelerate the rapid pace of Shaanxi's construction of inland open highland and Xi'an's construction of an international metropolis.

The dialogue between Chang'an and Rome is the one between Xi'an and Rome, between China and Italy, and between Eastern and Western civilization. It is a dialogue between two famous international historical and cultural cities, between innovation and development, and between cooperation and exchange. Because only dialogue can make in-depth communication, only communication can make mutual recognition, only recognition can make mutual recognition, and only mutual recognition can make cooperation.
The Silk Road Dialogue has set up branches in 47 countries around the world, always committing to finding the best shortcut for the international development of enterprises, looking for the mode of international city cooperation, and striving to build the Silk Road Dialogue into a "bridge and link of human civilization, a platform and channel for international cooperation".
The Silk Road Dialogue has landed several major projects in 11 countries. Let's start again from Chairman Xi's hometown, Changan, and open up a new chapter in international cooperation along the way.



This dialogue was presided over by An Xuehui, Professor of Talents Introduction of "Hundred Talents Plan" of Tsinghua University and President of New Era Urban Development Institute of Tsinghua University. Interlocutors: 2013-2019 Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Republic of Italy, former Ambassador Extraordinary and Plenipotentiary of the People's Republic of San Marino, Li Ruiyu; Member of Italian Parliament, Umberto Marroni; Gong Jianzhong, Muhammad Hanif, general financial representative of Pakistan to China; former ambassador of the People's Republic of China to Ghana, President of the Association of Urban Economic and Cultural Research of Shaanxi Province, Zhang Baotong, Enrico Iaria, the most influential Italian innovator of Forbes China, a professor of New York University, Alibaba business school, and expert consultant of Alibaba group. This dialogue has two main themes: the global dialogue of the Silk Road Civilization and the dialogue on industrial innovation and development between China and Italy.



During the dialogue, the host An Xuehui opened his speech: "In the speech of Mr. Ou, there are four kinds of people in the world: the waste, the wise, the bandits and fools. I'm glad that there are six wise people on our stage. These six wise people will bring us the dialogue of Chinese civilization, Chang'an civilization, Western civilization and Roman civilization."

Li Ruiyu said: "the resumption of the dialogue between Changan and Rome can contribute positively to the construction of the " Belt and Road", the construction of the community of human destiny, the development of relations between China and Italy, and the development of relations between Xi'an and Italy. The bilateral relations between China and Italy are getting closer today. Frequent exchanges of visits between the two countries have been achieved by the states heads of the two countries. In March this year, the two countries signed a memorandum of understanding to jointly build the "Belt and Road" cooperation, pushing the development of bilateral relations to a new starting point.



Umberto Marroni said that cultural differences are serious challenges that we must face. Only by surmounting such cultural barriers can we achieve more in-depth cooperation. In this era of globalization, there is a challenge of globalization itself, as well as the challenge of making new rules for globalization. We should prepare well to copy with the challenges brought by globalization, and be able to establish a reasonable rule and a mechanism to make the mode of globalization operate better; the second is the challenge of sustainable development of cities. Rome and Xi'an are two cities that we are talking about today. The reason why cities are so important to the life of modern people is that today, most of our population live in cities. We think that as the center of life, the sustainable development of cities is of great necessity. This challenge requires us to better play the city's functions and carry out the goal of sustainable development.



Gong Jianzhong said: "I think today's dialogue is very meaningful. China and Italy are two ancient civilizations; one is the representative of Oriental culture, and the other is the representative of western culture. Both of our countries have very long histories and splendid cultures. Our two countries have a lot in common, and many of these common points are amazingly identical. Under the circumstances of great changes and development in the current international situation, dialogue is an advantageous channel to increase mutual understanding, eliminate misunderstandings, promote friendship and achieve common development. "
 

 
Mohamed Hanif said: the “Belt and Road” is not only the construction of roads, bridges and infrastructure, but the core of the "Belt and Road" is the development of communion and coexistence. Sharing is concern and care. Some people in the world suggest that there is a theory of cultural conflict between different civilizations. And the "Belt and Road" initiative proposed by China 6 years ago is the argumentation of counterbalance to this clash of civilizations. In addition to the interests of the countries along the "Belt and Road", especially the cooperation between Pakistan and China, we have a very important flagship project called the China Pakistan Economic Corridor. The Sino Pakistani Economic Corridor has played a very important role in the "Belt and Road" cooperation project. It is also a good example of the economic and cultural exchanges between our two countries.
 
 

Zhang Baotong said, "Our ancient Silk Road is an ancient Eurasian Continental Bridge. In the Han and Tang Dynasties, we knew the Eurasian continent. At that time, the world was the Eurasian continent,and the ancient Silk Road was the ancient Eurasian Continental Bridge, and Changan was a Eurasian mainland cooperation metropolis. Now it has developed into the" Belt and Road "core area and the Asia Europe cooperation and exchange international metropolis. Today we convene the dialogue between Changan and Rome, which is to reappear the Asia Europe exchanges between Changan and Rome in the past, to promote cooperation between Asia and Europe, and to promote the mutual construction of Eastern and Western civilizations.
 
 

“I think this kind of dialogue platform is very important. Now we hope that the governments of the two countries can have more cooperation opportunities to promote cooperation and exchanges; let some enterprises in need of China or innovation companies in need of Italy have deep understanding of two different markets,” Enrico Iaria said. “These two points are very important. I will continue dialogue and cooperation with the Silk Road to promote the innovation, entrepreneurship and industrial development of the youth in China and Italy.”
 

 

 

The signing ceremony of the "Belt and Road" international cooperation project was held: Silk Road Dialogue Zambia Branch, Zambia University, the "Belt and Road" Joint Research Center and Xi'an Automotive Science and Technology Institute; Silk Road Dialogue Committee and Dubai ACM company of the United Arab Emirates; Lehua Hengye Group and Italy Science City jointly signed the projects.
 


At the meeting, under the witness of all the guests, the conference entered into the project start-up phase. Including the launch of the Silk Road Brand Yearbook, the live broadcast of the Silk Road World, the urban dialogue between Xianyang and Kurgan, Sanya and Moscow, Chang'an and Dubai, the Silk Road Dialogue between Chinese tea and Western coffee, Chinese traditional culture and international fashion design, Chinese small and medium-sized enterprises and cross-border e-commerce trade, and cultural tourism; the dialogue between tourism industry and international development of cities, and the dialogue between Chinese Manufacturing and international brand development of China.
