If the idle land is recovered by the government after being disposed of according to law, and the planned use meets the requirements, it can be used preferentially for elderly care service facilities and included in the state-owned construction land supply plan. The land for the new elderly care service institution project involves new construction land. If it conforms to the overall land use planning and urban and rural planning, it shall be prioritized in the annual land use plan indicators.
2. Ministry of Housing and Urban Rural Development, Ministry of Land and Resources, Ministry of Civil Affairs and other four departments: Notice on Strengthening the Planning and Construction of Elderly Care Service Facilities
It is clarified that the local competent departments of land and resources should include the construction land for elderly care service facilities into the overall land use planning and annual land use plan, and timely handle the land supply and land use procedures for the construction land for elderly care service facilities in accordance with the requirements of simultaneous construction of housing development and elderly care service facilities.

For cities and counties where the supply of real estate is obviously excessive or the scale of land for real estate under construction is too large, it is clear that the competent departments of land and resources, housing and urban and rural construction, and urban and rural planning can, according to the market conditions, study and formulate the use conversion plan of undeveloped real estate land, and guide the transformation and utilization of undeveloped real estate land through adjusting the land use and planning conditions for the development and construction of projects such as the state supported elderly care industry. It clearly requires governments at all levels to consider the development needs of medical and nursing institutions as a whole in the overall land use planning and urban and rural planning, and to do a good job in land use planning and layout. The department of land and resources should effectively guarantee the land supply of medical and nursing institutions.
5. Ministry of Civil Affairs, National Development and Reform Commission, Ministry of Land and Resources and other departments: Notice on Supporting the Integration and Transformation of Idle Social Resources to Develop Elderly Care Services
Clearly encourage the use of existing land for the construction of elderly care service facilities, and effectively alleviate the pressure of land demand for elderly care service facilities.
6. The Health and Family Planning Commission, the Ministry of Civil Affairs, the Ministry of Land and Resources and other departments: The Notice on Printing and Distributing the 13th Five Year Plan for Healthy Aging clearly proposed that the elderly health services should be supported and favored in land supply, policy guarantee and other aspects.
7. Ministry of Land and Resources: The 2017 National Land Use Plan further clearly requires that the land use plan should increase support for the elderly care, medical care, modern service industry, public welfare facilities and other livelihood and social projects, and fully guarantee the land use for livelihood and social projects that the country focuses on developing.
8. Notice on Accelerating the Reform of Decentralization, Management and Service of the Elderly Care Service Industry: It is clear that the relevant approval procedures for optimizing elderly care institutions should be simplified. For new elderly care institutions or those applying for the establishment of elderly care institutions by using existing buildings that involve real estate registration, the real estate registration institutions should speed up the real estate registration procedures in accordance with the law, provide efficient and convenient real estate registration services, and support the application for the establishment and construction of elderly care institutions through such initiatives as "first question and responsibility" and "one-stop service".
